The Ministry of Finance has just sent an official dispatch to the People's Committees of provinces and centrally-run cities, providing additional instructions on handling headquarters and public assets after administrative unit rearrangement.
According to the report, some localities have not yet fully implemented steps such as developing detailed plans, speeding up the progress of asset handling or effectively coordinating with central agencies in the area. The main reasons are the lack of specific guidance documents from ministries and branches, weak direction from local authorities and lack of inter-sectoral coordination.
Faced with that reality, the Ministry of Finance has issued additional instructions, emphasizing the strict implementation of deadlines and procedures for handing over and handling surplus real estate and public assets after the merger.
The Ministry of Finance affirmed that for the approved plan for handling public assets, if the implementation process has adjustments in the handling form to suit the reality or new regulations, the locality does not need to re-establish the entire new plan, but only needs to report to the competent authority for decision according to current regulations.

By June 30 at the latest, district-level administrative agencies must complete the handover of headquarters, public assets and related documents to the receiving units according to decentralization. From July 1, the new provincial People's Committee after the merger will inherit all the powers and responsibilities of the old localities.
After receiving, the agencies and organizations are responsible for reporting to the Provincial People's Committee to be assigned to manage and use according to their functions, avoiding loss, waste and interruption in the operation of the administrative apparatus.
For surplus public assets such as housing and land after reorganization, the Ministry of Finance requires that they be handed over to organizations with the functions of housing management and land fund development of the locality for management. These organizations are responsible for developing plans to exploit and handle assets in accordance with legal regulations, ensuring that assets are not left vacant or wasted.
The provincial People's Committee is assigned to direct the agencies of agriculture and environment, construction, etc. to carry out procedures and tasks related to land and planning when arranging, relocating, converting the use function, and handling houses and land according to assigned tasks and powers, ensuring no congestion during the implementation process.
Conversion of public property use purposes, including conversion of office buildings or public facilities into public infrastructure.
The Ministry of Finance also noted that localities need to closely coordinate with ministries and central agencies that have houses and land located in the area to ensure effective and economical handling of public assets. In case of needing to transfer or swap headquarters to serve the arrangement of the administrative apparatus, temporary handover can be carried out and transfer procedures can be completed within 30 days from the date of receipt.
The Department of Finance of provinces and cities is assigned to be the focal point for synthesizing the progress of handling surplus assets and sending weekly reports to the ministry. Localities promptly reflect difficulties and obstacles in the implementation process and propose solutions.
