Implementing the Prime Minister 's Official Dispatch No. 189/CD-TTg dated October 7, 2025 on focusing on preventing and combating floods, flash floods, landslides in the Northern region, the General Staff requests agencies and units to continue to thoroughly grasp and strictly implement the Official Dispatches of the Prime Minister and the General Staff on proactively responding to the risk of floods, flash floods, landslides due to the impact of the circulation of Storm No. 11.

Military Commands: 1, 2, 3, 4 direct the Military Commands of the provinces and units under their authority to proactively coordinate closely with local Party committees and authorities to continue mobilizing forces and means to immediately deploy urgent measures to prevent and combat floods according to the warning level; focus on reviewing deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively relocate and evacuate residents (especially the elderly, children, and vulnerable groups) from dangerous areas, ensuring the safety of people's lives first and foremost; deploy dike protection work, ensure the safety of dikes, dams, and reservoirs; use all measures to access deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger, absolutely not letting people go hungry, thirsty, or homeless.

The Air Defense - Air Force, Corps 18 inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights, transport food, provisions... to reach isolated areas and flooded areas when ordered.

The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of overcoming the consequences of rain, floods, landslides; organize inspections, ensure the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond and overcome the consequences when situations occur.

The General Staff requested the 12th Army Corps, the military branches, the Commands: Hanoi Capital, Artillery - Missile, Cyber ​​Warfare (86), the Corps to coordinate with local authorities and Party committees where they are stationed and where they carry out tasks, to prepare forces, means, materials, equipment, food, and provisions necessary to support people in flood prevention and control, search and rescue, and to quickly overcome the consequences of natural disasters when requested by the locality.

The Military Industry - Telecommunications Group proactively takes measures to ensure information in areas forecasted to be at high risk of being isolated due to the impact of storms and floods, ensuring information connection and smooth communication between the central and local levels, and localities affected by storms and floods; dispatching forces and vehicles (flycams) to coordinate with military regions: 1, 2, 3, 4 to support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, being isolated and cut off in order to provide early warning and take timely preventive measures.

* According to the report of the National Center for Hydro-Meteorological Forecasting, on October 7, the circulation of storm No. 11 caused heavy to very heavy rain in the Northern region and Thanh Hoa, especially in Thai Nguyen, Bac Ninh, Lang Son and Hanoi, with total rainfall in many places being about 300-400mm, and in some places over 560mm. On the Cau River, there was an exceptionally large flood, the water level in Thai Nguyen at 5:00 p.m. on October 7, 2025 exceeded alert level 3 by about 2.37m, about 0.56m higher than the historical flood in 2024 and continued to rise; flooding occurred in Bac Ninh, Lang Son, Cao Bang, especially in Thai Nguyen; floods on the Thai Binh River system are rising, posing a risk to the safety of the dike system.
