According to Resolution 27-NQ/TW on reforming salary policy, 2 new salary tables will be built for civil servants and public employees to replace the current salary table; convert old salary to new salary, ensuring that it is not lower than current salary, specifically building 2 new salary tables:
1 salary table for positions applicable to cadres, civil servants and public employees holding leadership positions;
1 professional and technical salary table according to civil servant ranks and professional titles of civil servants applied generally to civil servants and public employees who do not hold leadership positions.
At the same time, according to Resolution 27-NQ/TW, one of the specific factors for designing the new salary table is: abolishing the current basic salary and salary coefficient, and building a basic salary with a specific amount in the new salary table.
At the press conference in June 2024 on the outstanding results of the first 6 months of the year and the key tasks for the last 6 months of 2024 of the Ministry of Home Affairs , Minister of Home Affairs Pham Thi Thanh Tra said that in order to fully and synchronously implement the contents of public sector salary reform according to Resolution No. 27 of the Central Committee, there are still difficulties and shortcomings.
In which, the Minister clearly stated the reason why it is not yet possible to build a salary table for positions applicable to those holding leadership positions and titles.
According to Minister Pham Thi Thanh Tra, due to the low salary relationship between the lowest (level 1 employee) - average (level 1 specialist) - senior expert (highest level) respectively 4.5 million - 6.5 million - 29 million VND/month (calculated according to Resolution No. 27) and the large number of leadership positions and titles in the political system, the construction of a salary table for positions applicable to those holding leadership positions and titles in the political system from the Central to the grassroots (commune level) according to the principles in Resolution No. 27 is very difficult, not clearly showing the position and role of leaders at different levels.
On the other hand, when changing from old salary to new salary for cadres, civil servants and public employees holding leadership positions, it will be very complicated because many old salary levels are classified into a new salary level. This leads to many cases from the department level, agency level and equivalent down to the commune level when classified into the new salary level, the salary is reduced compared to the current salary, leading to anxiety and reduced motivation to work.
At the same time, for public service units, the number of titles and leadership positions is very large and diverse, so determining equivalent titles to apply the new position salary scale is very difficult.
The retention of salary in cases of reduction compared to the old salary is also very complicated to implement.
In addition, the Minister of Home Affairs said that many Party and legal regulations on policies and regimes related to basic salary must be revised.
"If the basic salary is abolished without timely amending these documents, it will lead to many difficulties and obstacles in implementing related policies, causing concerns and questions among beneficiaries and not gaining consensus from society, creating psychological instability among a large part of the people when reforming salaries" - Minister Pham Thi Thanh Tra informed.
Previously, as Lao Dong reported, after many meetings of the Steering Committee for Wage Reform and the Government Standing Committee, relevant ministries and branches; based on the Conclusion of the Politburo at the meeting on June 19, 2024, the Government proposed solutions to implement Resolution No. 27 for the public sector according to a roadmap, step by step, reasonable, cautious and feasible.
Accordingly, the implementation of 4/6 contents of public sector salary reform in Resolution No. 27 is clear and meets the conditions for implementation.
Minister of Home Affairs Pham Thi Thanh Tra said that the Politburo has unanimously approved the policy of increasing the basic salary by 30% from July 1, 2024.
