At the National Cyber Security Association (NCA)'s 6-month review conference held on the afternoon of July 15, Senior General Luong Tam Quang - Politburo member, Minister of Public Security , Chairman of the National Cyber Security Association, gave important instructions, emphasizing the role of the Association in the context of cyberspace becoming a new strategic front.
Challenges and missions in the digital age
Minister Luong Tam Quang commented that this year marks an important turning point for the country, when institutional reform, digital transformation and international integration are strongly promoted.
Cyberspace has become an essential infrastructure for all activities of national life.
However, the rapid development of technology also poses unprecedented challenges to network safety and security such as organized attacks, personal data leaks, and information manipulation.
"Domestically, critical information systems, personal data, and digital platforms of state agencies and businesses are facing a great risk of being attacked and manipulated," the Minister emphasized.
In that context, the National Cyber Security Association has clearly demonstrated its pioneering role, proactively participating in the process of creating a safe digital environment, contributing to firmly protecting national digital sovereignty .
The Minister highly appreciated the Association's progress in the first 6 months of the year, including organizing meetings, seminars, giving opinions on law making, policy dissemination, organizing training courses, and building the online training platform nCademy.
The Association is also actively preparing for the signing ceremony of the Hanoi Convention on Cybercrime Prevention and Combat.
Cybersecurity Industry Development Gap and Expectations
Despite acknowledging the achievements, Minister Luong Tam Quang frankly pointed out that the Association is still "very far from reality" in implementing its defined mission and vision.
The Minister emphasized that the Association's higher goal is to make cybersecurity a driving force for national construction and protection, creating a Vietnamese cybersecurity industry, and forming a high-value, international cybersecurity market.
To achieve that goal, Minister Luong Tam Quang proposed many important directions.

First of all, the Association needs to focus on "mastering and being autonomous in technology and products".
The Ministry of Public Security is being assigned to take the lead in developing the security industry and the Minister hopes to have support and contributions of resources and human resources from the Association to create "specific products or specific solutions that we ourselves own".
This is an inevitable trend for Vietnam to be self-reliant and secure in the new era.
Strategic direction
General Luong Tam Quang made some specific recommendations to the National Cyber Security Association:
Based on the Association's Charter and the policies and strategies of the Party and State, especially the four resolutions of the Politburo, the Association needs to meet new requirements on ensuring national sovereignty in cyberspace, cyber security, data security, and information security in the context of implementing two-level local government and developing the security industry.
Organizations and enterprises participating in the Association will be given priority in assigning tasks, placing orders for research, production, and provision of security industrial products and services.
Focus on developing experts and engineers in the field of cybersecurity, with a worthy remuneration policy and long-term strategy.
Build a set of Vietnam's cybersecurity indexes and strive to achieve high rankings on the world map to attract investment.

The Association needs to review, adjust, and renew its strategic directions and guidelines to create a common playground, with a specific roadmap and goals, and create specific products.
Actively promote scientific development, innovation, digital transformation, and development of cybersecurity industry.
The Association needs to contribute to amending the Law on Cyber Security, merging the 2018 Law on Cyber Security and the 2015 Law on Network Information Security at the 10th session of the National Assembly next October.
Proactively accompany localities to deploy network security protection solutions right from the system design stage, avoiding being passive and only fixing problems after incidents occur.
Successfully coordinated the organization of Vietnam Cyber Safety Day in August and the signing ceremony of the Hanoi Convention on Cybercrime in October.
Vietnam Cyber Security Magazine needs to be developed into the official mouthpiece and strategic communication channel of the Association, connecting the expert and business communities.
Minister Luong Tam Quang believes that the National Cyber Security Association will grow stronger and stronger, affirming its role and position in the process of building and protecting the Fatherland, and excellently completing assigned tasks, based on the Association's charter and the country's resolutions and policies.
