Talking to the leaders of Ninh Binh province, Minister Dang Quoc Khanh said that currently the Government, the Prime Minister, and the National Assembly have assigned the Ministry of Natural Resources and Environment to complete the draft laws, including the Land Law (amended), the Water Resources Law (amended), and the Mineral Law (amended), with the view of both removing current obstacles and overlaps and building strong decentralization and delegation policies to localities. Therefore, Minister Dang Quoc Khanh hopes to hear more opinions from the practice of Ninh Binh so that the agencies of the Ministry of Natural Resources and Environment, in addition to coordinating to remove difficulties for localities, can also receive constructive opinions to complete legal policies on natural resources and environment.
Reporting on the results of the implementation of tasks in the first 6 months of 2023, Mr. Nguyen Cao Son, Vice Chairman of Ninh Binh Provincial People's Committee, said that, closely following the leadership of the Central Party Committee, the National Assembly, the Government; the attention, guidance, coordination, and facilitation of ministries, departments, branches, and central organizations, Ninh Binh province has focused on leading and directing the synchronous implementation of tasks and solutions for socio-economic development, determined to restore and develop the economy in the new normal state. Thereby, important results have been achieved: Gross domestic product (GRDP) in the province in the first 6 months of 2023 is estimated at 25,081.5 billion VND, an increase of 7.56% over the same period in 2022. Of which: The agriculture - forestry - fishery sector is estimated to increase by 2.38%, the industry - construction sector is estimated to increase by 1.41%; industry increased by 1.34% over the same period last year; Service sector increased by 15.72%...
The State management of natural resources and environment in Ninh Binh province has been strengthened by all levels and sectors; land management has basically been in order, land use has basically been carried out for the right purpose, economically and effectively, and there is no longer any illegal land allocation. Regarding the work of land consolidation, plot exchange, and land accumulation for agricultural, farmer and rural development, the Provincial People's Committee has directed strongly on the work of measuring and adjusting land changes after land consolidation and plot exchange, especially removing difficulties in the context of new regulations on land to promptly issue and exchange agricultural land use right certificates for people.
State management of mineral and water resources activities has been given regular and continuous attention. The appraisal and licensing of mineral exploration, exploitation and processing has been carried out seriously and in accordance with the law. In addition to the achieved results, the State management of natural resources and environment in Ninh Binh province is still facing some difficulties and problems. Minister Dang Quoc Khanh and Secretary Doan Minh Huan chaired a meeting for leaders of units of the Ministry of Natural Resources and Environment to discuss, exchange, and remove difficulties and shortcomings and listen to comments from grassroots levels in Ninh Binh, focusing on issues related to land use planning indicators, adjusting land use time for some projects that have been approved for investment and land allocation with a 70-year use period according to the 2013 Land Law; completing land allocation dossiers, issuing land use right certificates for construction works such as village cultural houses; lack of specific regulations guiding the conversion from finished minerals to raw minerals, causing difficulties in applying them to calculate resource tax and environmental protection fees; Completing procedures for converting forest use purposes for some mineral mines as raw materials for cement production; risk of pollution in the coastal alluvial area of Kim Son district; low service prices causing difficulties in collecting and treating domestic solid waste in the area...
Participating in the discussion at the meeting, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc said that in recent years, Ninh Binh province has done a good job in environmental management and protection, contributing to the province's socio-economic development achievements. In the coming time, to facilitate tourists to Ninh Binh, Chairman Pham Quang Ngoc requested the Ministry of Natural Resources and Environment to pay attention to directing, guiding, supporting, and coordinating with the province to build a system of environmental monitoring, hydrometeorology and automatic information regularly at tourist areas and spots in the province.
Speaking at the meeting, Provincial Party Secretary Doan Minh Huan respectfully thanked Minister Dang Quoc Khanh and the working delegation of the Ministry of Natural Resources and Environment for taking the time to work and listen to opinions from the grassroots.
Ninh Binh Provincial Party Secretary Doan Minh Huan said that the locality will orient socio-economic development in association with historical and cultural values and sustainable ecology, therefore, the management of natural resources and environment is identified as the core and pillar. In order for Ninh Binh to achieve its set goals, there must be the support of central ministries, departments and branches, including the Ministry of Natural Resources and Environment. The Ninh Binh Provincial Party Secretary hopes that the Ministry of Natural Resources and Environment will continue to have timely decisions, remove difficulties and unlock resources for the sustainable development of Ninh Binh province.
Congratulating Ninh Binh on its impressive socio-economic development results, emphasizing that 2023 is the second year that Ninh Binh province balances its budget and has a central budget adjustment of 11%, Minister Dang Quoc Khanh emphasized that the Ministry of Natural Resources and Environment will support Ninh Binh in resolving problems arising at the grassroots level in the field of State management of natural resources and environment; advising the Government to consider and issue policies that are close to local realities.
In the coming time, Minister Dang Quoc Khanh suggested that Ninh Binh province should pay more attention to planning issues and soon complete provincial planning as well as land use plans.
To develop Ninh Binh in a green direction and adapt to climate change, the Minister suggested that the province consider expanding and developing industrial zones and clusters, limiting mineral exploitation, increasing forest development, and having plans to protect water resources.
Reiterating the tasks assigned to the Ministry by the Government, Prime Minister, and National Assembly to complete the legal policies on natural resources and environment, Minister Dang Quoc Khanh directed the specialized units under the Ministry of Natural Resources and Environment to seriously absorb the comments of Ninh Binh province, and at the same time hoped that Ninh Binh would continue to closely coordinate, regularly monitor, and make additional contributions to these contents.
