At the meeting, Minister Nguyen Hong Dien introduced that industrialization and modernization are the consistent and continuous policies of the Party and State of Vietnam. Especially in the 10-year period from 2011 to 2020, industrialization and modernization have promoted Vietnam's economic growth to maintain at a high level, reaching an average of 6.17%/year, making Vietnam a middle-income developing country. In recent years, with the advantage of geographical proximity and Vietnam's participation in a series of free trade agreements, the production and supply chains between Vietnam and China have become closer, creating more cooperation opportunities for businesses operating in the industrial sector of the two countries.
Vietnam's industry has been restructured in the direction of reducing the proportion of the mining industry and rapidly increasing the proportion of the processing and manufacturing industry. A number of large-scale industries have been formed, with competitiveness and a solid position in the international market. The scale of industrial production has been continuously expanded. Infrastructure of industrial parks and industrial clusters has also been focused on development, contributing to attracting domestic and foreign investors to develop industrial production, especially in industries and fields with potential, advantages and high added value.
Regarding cooperation directions, Minister Nguyen Hong Dien proposed areas such as:
Firstly, promote cooperation in the automobile industry. Encourage Chinese enterprises to cooperate with automobile manufacturing and assembling enterprises in Vietnam in deploying the production of commercial vehicles in accordance with the orientation of the Government and the Vietnamese market.
Second, strengthen cooperation in the consumer industry. China's food industry is applying advanced technologies such as 5G and artificial intelligence to improve business operations in the food processing industry. It is recommended that China coordinate to organize experience-sharing workshops to learn and develop, and support Vietnam in the process of applying and upgrading technological chains, minimizing the waste of raw materials in food processing.
Third , strengthen cooperation in the field of minerals. Minister Nguyen Hong Dien suggested that the two sides promote cooperation in science and technology, technology transfer in exploration, exploitation, processing and use of minerals to improve efficiency, reduce resource loss, improve labor productivity, improve product quality, be environmentally friendly, in accordance with Vietnamese laws and standards; strengthen cooperation in deep mineral exploitation and processing to serve the development of semiconductor chip industries.
Fourth, strengthen cooperation in the supporting industry, propose that both sides increase exchanges and share experiences, central and local policy mechanisms on supply chain development. Request that the Chinese side share experiences and support Vietnamese enterprises to participate more deeply in production and supply chains in the region and the world.
Fifth , regarding cooperation in the field of transport, the Ministry of Industry and Information Technology of China is requested to promote cooperation with relevant agencies in urban railways, North-South railways and promote the implementation of three railway lines connecting Vietnam and China, including Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong. Minister Nguyen Hong Dien also requested the two ministries to strengthen cooperation in developing the railway service industry.
Sixth, cooperation in developing basic industries including mechanical engineering, manufacturing, chemicals, and new energy.
Responding to the concerns of the Vietnamese side, Chinese Minister of Industry and Information Technology Jin Zhuanglong said that the Chinese side attaches great importance to industrial cooperation with the Vietnamese side, and highly appreciates the efforts of the two Ministries to discuss and sign the Memorandum of Understanding on industrial cooperation. The signing of this document is of great significance, serving as a basis for the two sides to promote the contents of cooperation in each side's strengths to develop each side's industry, while developing the cooperative relationship between the two Ministries.
Minister Kim Trang Long highly appreciated the working visit of Minister Nguyen Hong Dien; Proposed that the two Ministries establish a mechanism for annual Ministerial Dialogue Conferences rotating in each country to enhance exchanges and promote bilateral cooperation; Expressed support for businesses of the two countries to promote cooperation in areas of mutual interest such as raw materials, automobile industry, electricity industry, coordinated development of industrial park systems, etc.; Proposed that the Vietnamese side continue to provide Chinese businesses with mechanisms and policies, creating a more favorable business environment for business development.
Regarding the mineral sector, Minister Kim Trang Long agreed to work with Vietnam to deepen exchanges and support businesses of both sides to research and implement cooperation projects in mineral exploration, exploitation and processing on the principle of complying with the legal policies of the two countries.
Minister Kim Trang Long shared China's strengths in aircraft manufacturing, especially large-capacity passenger aircraft; proposed that Vietnam cooperate with China in the field of aircraft manufacturing and production. China is willing to cooperate with Vietnam in exchanging experiences and transferring technology to jointly promote the development of the aviation industry.
Regarding the field of aerospace technology, Minister Kim Trang Long emphasized that China already has its own space station, which is self-sufficient. In previous years, together with Thailand and other countries, China established the Asia-Pacific Space Organization, and hopes that Vietnam will also be a member of this organization.
At the end of the working session, the two Ministers agreed to immediately send a technical working delegation to work and discuss the specific implementation of the contents agreed upon at the meeting./.
