Closing the 29th Session, 14th Provincial People's Council: Passing 26 important resolutions

After 1.5 days of scientific, serious, democratic work, frank exchange, discussion, and debate with a high sense of responsibility before voters and people, today, July 17, the 29th Session (mid-year regular session), the 14th Provincial People's Council closed, completing all the contents and agenda, passing 26 resolutions within its authority with high consensus and unanimity from the Provincial People's Council delegates. At the meeting, in a democratic, frank and responsible atmosphere, there were 71 comments from the Provincial People's Council delegates and invited guests participating in the discussion, demonstrating a high sense of responsibility, thoroughly discussing issues of public interest, voters and people. These are all very important issues, necessary to ensure feasibility and effectiveness in implementation, in order to continue building and perfecting the development mechanism; removing difficulties and obstacles, clearing and releasing resources; bringing the voice and legitimate aspirations of voters.

Under the chairmanship of the session, on behalf of the leaders of the Provincial People's Committee, Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee explained and clarified a number of opinions of the People's Council delegates. He affirmed: In order to achieve the goals and plans, especially the economic growth of the whole year reaching 14%, the Provincial People's Committee will continue to review and adjust the issued growth plan to ensure that it is consistent with the actual situation, achieving the set goals; continue to implement the four "four pillars" resolutions of the Politburo (on science and technology development and digital transformation; private economic development; international integration in the new situation; innovation in law making and enforcement) with a spirit of high determination, great efforts, drastic and effective actions.

At the same time, improve the quality and efficiency of management and operation of budget revenue and expenditure, practice thrift, and combat waste; focus on developing the private economy ; promote the application of science and technology, digital transformation and innovation; continue to reform administrative procedures, improve the investment and business environment, enhance provincial competitiveness; improve the effectiveness and efficiency of comprehensive state management in all fields, especially in planning, land, natural resource management, environmental protection, etc.

At the meeting, the Provincial People's Council also agreed to dismiss the positions of Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, term XIV, 2021-2026, and members of the Provincial People's Committee to take on new assignments according to the Resolution of the Provincial Party Committee Standing Committee; at the same time, implementing the process of introducing and electing additional positions. Comrade Nghiem Xuan Cuong was elected as Vice Chairman of the Provincial People's Council, term XIV, 2021-2026; Le Van Anh and Nguyen Van Cong were elected as Vice Chairmen of the Provincial People's Committee, term XIV, 2021-2026. At the same time, the Provincial People's Council also elected additional members of the Provincial People's Committee, including: Mai Vu Tuan, Director of the Department of Justice; Le Trong Hoa, Commander of the Provincial Military Command and Nguyen Kim Anh, Chief Inspector of the province, along with other comrades elected additional members of the Provincial People's Committee with 100% of delegates attending the meeting in favor.

The Chairman of the meeting directed the adoption of 26 resolutions with the consensus of 100% of the Provincial People's Council delegates attending the meeting, clearly demonstrating his responsibility to the Party Committee, the government, voters and people of the whole province. Among them, there are many important and necessary contents, not only ensuring the stability and innovation of the province's development in 2025, but also for the new period under the authority of the Provincial People's Council and closing the meeting.

Specifically, the Provincial People's Council has passed a resolution on a number of policies and solutions to continue implementing socio-economic development goals for the last 6 months of 2025; policies to attract and support human resources in science, technology, innovation and digital transformation in agencies of the provincial political system; list of land plots expected to implement pilot projects in the province; regulations on the level of spending on giving souvenirs, visiting, congratulating and condoling for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in the province; regulations on the content and level of spending to implement the Project "Building a learning society in the period of 2021-2030" in the province...

Speaking at the closing ceremony of the 29th session of the 14th Provincial People's Council, term 2021-2026, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: The Resolutions passed at the session are to promptly concretize the direction of the Central Government and the province, meeting the requirements of tasks and practical situations; at the same time, creating a legal basis for all levels and sectors to implement, contributing to the completion of the socio-economic development goals and tasks of the province in 2025 and the whole period of 2021 - 2025.

The comrade commended and acknowledged the sense of responsibility and high sense of construction of the delegates of the Provincial People's Council who focused on carefully studying the documents to contribute many accurate and profound opinions to the draft resolutions. He thanked the Secretary of the Provincial Party Committee for taking the time to attend and give very specific, profound and comprehensive instructions and directions on the content of the meeting; highly appreciated the opinions of the Chairman of the Provincial People's Committee and members of the Provincial People's Committee for accepting, explaining and clarifying the contents of the delegates' concerns...

Provincial People's Council delegates vote to pass the Resolutions.

The Chairman of the Provincial People's Council emphasized: The two-level local government system has officially come into operation, opening up new spaces, new motivations, and new opportunities for localities to develop quickly and sustainably. With less than 6 months left until the end of 2025, this is an important and final period to comprehensively complete the socio-economic development goals and targets for 2025 in particular and the 5-year period of 2021-2025 in general.

Therefore, immediately after this session, it is recommended that the agencies of the Provincial People's Council, the Provincial People's Committee, departments, branches, localities and delegates of the Provincial People's Council direct all levels, branches, especially the leaders to urgently organize the implementation of the Resolutions just passed by the Provincial People's Council; continue to promote the spirit of responsibility, dynamism, creativity, and determination in action; closely follow the groups of tasks and solutions, urge and focus on removing difficulties and obstacles, creating changes right from the beginning of the third quarter of 2025 to strive to complete at the highest level the socio-economic development targets and tasks of the whole year 2025 as set out.

At the same time, it is necessary to seriously implement the conclusions and recommendations after inspection, examination, supervision and audit of the competent agencies; the recommendations of the Provincial People's Council, the Standing Committee, the committees of the Provincial People's Council, the questions of the Provincial People's Council delegates and the opinions and recommendations of voters in the province; continue to enhance the role and responsibility in performing the function of supervising the observance of the law and implementing the Resolutions of the Provincial People's Council passed at the Sessions...

On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), on behalf of the Provincial People's Council, I would like to send my warmest regards, my most respectful feelings and my deepest gratitude to the Vietnamese Heroic Mothers, the Heroes of the People's Armed Forces, generations of cadres, soldiers, veterans, wounded and sick soldiers, families of martyrs, and families with meritorious services to the country.

Resolutions passed at the 29th Session, 14th Provincial People's Council

(1) Resolution on a number of policies and solutions to continue implementing socio-economic development goals for the last 6 months of 2025.

(2) Resolution on giving gifts to people with revolutionary contributions, relatives of people with revolutionary contributions, martyr worshipers, some other subjects and supporting villages, hamlets and neighborhoods to organize activities on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

(3) Resolution regulating policies to attract and support human resources in science, technology, innovation and digital transformation in agencies of the political system of Quang Ninh province in the period 2025-2030.

(4) Resolution approving the list of land areas planned to implement the pilot project in Quang Ninh province according to Resolution No. 17/2024/QH15 dated November 30, 2024 of the National Assembly.

(5) Resolution approving the list of land acquisition projects and works; deciding on the policy of converting forest use purposes to other purposes in the province (phase 4) in 2025; approving the adjustment of project names, areas, acquisition areas and land use purpose conversion of a number of projects and works that have been approved by the Provincial People's Council on the list of land acquisition and land use purpose conversion.

(6) The Resolution stipulates preferential regimes of land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive sectors and occupations) or in investment incentive areas and at the same time meeting the conditions in the list of types, criteria, scale, and socialization standards decided by the Prime Minister or non-profit projects in Quang Ninh province.

(7) Resolution regulating investment levels and investment support in forestry in Quang Ninh province .

(8) Resolution stipulating principles, scope, support levels and use of funds to support the protection of rice-growing land in Quang Ninh province.

(9) Resolution stipulating the level of support for agricultural production to restore production in areas damaged by natural disasters and plant pests in the province.

(10) Resolution regulating the level of business trip expenses and conference expenses for state agencies, public service units, political organizations, socio-political organizations, and associations using funds supported by the state budget under the management of Quang Ninh province.

(11) Resolution regulating the level of spending on souvenirs, visits, congratulations, and condolences for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in the province.

(12) Resolution stipulating a number of policies on protecting and taking care of the health of cadres; funeral regime for cadres, civil servants and public employees in Quang Ninh province.

(13) Resolution regulating social pension allowance levels, budget norms for management and payment costs of social pension allowance policies in Quang Ninh province.

(14) Resolution stipulating the content and expenditure levels for implementing the Project "Building a learning society for the period 2021-2030" in Quang Ninh province.

(15) Resolution regulating the expenditure level for organizing the Technical Innovation Contest and the Youth and Children's Creativity Contest in Quang Ninh province.

(16) Resolution stipulating the list of revenues and collection levels, revenue and expenditure management mechanism for services serving and supporting educational activities in public preschool, general education and continuing education institutions in the province.

(17) Resolution to abolish Resolutions of the People's Council of Quang Ninh province.
