The Quad: The Foundation for a New Era of National Development

General Secretary To Lam once emphasized: Resolutions No. 57, 59, 66 and 68 of the Politburo are the "Four Pillars" to help the country take off in the coming time.

According to Delegate Nguyen Chu Hoi - Hai Phong City Delegation, this is not only a political affirmation, this is a strategic position with a deep foundation, but this "Quad" is the starting step that shapes a new era of development for the nation.

Not “new” but timely and leading

According to Delegate Nguyen Chu Hoi, the above 4 resolutions are not new and separate, but are the result of a pre-planned work program, aiming to achieve the major goal: Restructuring, preparing institutional capacity and organizational apparatus of the Party and State, along with the entire political system to enter the "era of rising up" after the 14th Party Congress.

The simultaneous issuance of four resolutions in a short period of time is a proactive, timely, synchronous action that cannot be delayed any further. Because in the context of Vietnam facing new challenges as a country wanting to escape the development trap with a low-middle income, this institutional revolution is the "springboard" for a breakthrough.

He believes that the above four resolutions are a "complex" of policies that are constructive, unified and complementary to each other.

Accordingly, Resolution 57 on science and technology with breakthroughs will be the pillar of long-term growth. But for “science to enter life”, there needs to be a flexible enough institution and an attractive enough market.

Resolution 59 on international integration emphasizes that Vietnam cannot only “compare itself” but must reach out to the world and truly integrate. We must not only export goods, but also attract global resources to invest in Vietnam.

Meanwhile, Resolution 68 aims to turn the private economy into the “driving force of the driving force” in a socialist-oriented market economy. “ In my opinion, this is a convincing strategic perspective, when the resources of the people are still scattered, not yet aroused and gathered into a common strength, ” the delegate emphasized.

Finally, Resolution 66 is the “institutional key”. According to delegate Nguyen Chu Hoi: “ Without a thorough reform of the system and methods of law enforcement, the above three resolutions will not be able to “come into life ”, and he affirmed that “ Resolution 66 is the “solution of solutions”, the institutional foundation to realize innovation, lead integration and open up private economic development ”.

Innovation from the Central level, shifting to management thinking by goals

Delegate Nguyen Chu Hoi emphasized that the remarkable thing in this series of resolutions is not only the content, but also the approach. That is the approach to management and control with specific goals (Target-based approach), instead of just shouting slogans or issuing laws and then leaving them there.

The Government is empowered to take proactive action, the National Assembly plays the role of supreme supervision and verifies achievements with clear measurement indicators. The mechanism, policies, laws and enforcement are being restructured towards transparency, proactiveness, accountability and quantification.

In particular, the problem is posed in a “reverse approach”: For example, to achieve a minimum GDP growth of 8% by 2030, what must be done today, how must the institutions change? With this mindset, the “Strategic Quad” is the solution and is purposefully designed to meet both short-term needs and strategic dimensions.

It is worth noting, according to delegate Hoi: “ This time, innovation starts from the top down. The Politburo, the Secretariat, and the Party Central Committee have dared to innovate their thinking, look straight at the truth to change their vision and correctly identify the problem, and dare to choose a new way of doing things instead of clinging to the old policy path. For the first time, we see a difference not only in the content of the resolution, but also in the way it is issued, the way it is communicated, and the way it is implemented, ” he emphasized.

It is the political courage that has overcome the "habit of preferring praise to criticism", overcome the inertia of thinking within the system itself, and that is the first and most important push for this reform.

However, he also frankly stated: implementing these resolutions will affect every corner of the system, from central to local levels, from the state apparatus to the people and businesses.

He affirmed that this is a “golden opportunity”, a new revolutionary path that cannot be delayed. To enter the global playing field, Vietnam must abandon the term-based mindset or the fragmented, jerky behavior.

Delegate Nguyen Chu Hoi said that if we do not implement synchronously and simultaneously; if we “ still have the old people and old management methods ”, then certainly the new and progressive resolutions will still not be able to achieve the set goals. And then, we will lose the only opportunity to transform ourselves, to rise up and stand shoulder to shoulder with the world. Therefore, continuing to innovate basic, comprehensive, thorough and substantial education continues to be a major policy, requiring drastic action to have new human resources, with virtue, talent, knowledge and skills to meet the practical needs of the country and the times.

From awareness, thinking to action, the “Strategic Quad” represents a fundamental shift in the vision of national leadership and governance, as General Secretary To Lam once said, “ shifting from management to creation, service, closeness to the people and for the people ”. If implemented seriously, synchronously and resolutely, this will be the foundation for bringing Vietnam into a new era of not only integration, but also affirming a solid position in the reshaping global order.
