To rectify the work of forensic examination, forensic psychiatry and compulsory treatment of mental illness, on June 17, the Ministry of Health sent an official dispatch to psychiatric hospitals requesting strict implementation of the Minister of Health's directive on strengthening the work of forensic examination, forensic psychiatry and compulsory treatment.

Units receiving requests and requests from prosecution agencies, organizations and individuals and conducting appraisals must ensure objectivity, honesty, accuracy, compliance with procedures and regulations of the Law on Judicial Appraisal and current regulations, and comply with the regime of archiving forensic appraisal records and related documents.
Only accept appraisal when there are complete documents according to regulations; only hand over appraisal conclusions and appraisal objects to individuals and organizations according to regulations.
Medical records and health certificates must strictly comply with professional standards.
For facilities requiring compulsory mental health treatment, the leaders of the Ministry of Health require strict implementation of Government regulations on the implementation of compulsory medical treatment measures and professional instructions and regulations of the Ministry of Health related to compulsory medical treatment.
Strengthen hospital and inter-hospital consultation (if necessary) to suspend compulsory treatment according to regulations; develop a checklist for implementing management and treatment procedures at the unit.
The Ministry of Health also noted that units must strictly implement regulations on managing patients undergoing compulsory treatment, not allowing patients to leave the compulsory mental health treatment facility or escape, ensuring 3 layers of doors, surveillance cameras, and developing strict management procedures for visits and bringing personal belongings into the compulsory mental health treatment facility.
For psychiatric hospitals and medical examination and treatment facilities with a scope of professional activities in the field of psychiatry, the leaders of the Ministry of Health require that the issuance of medical record summaries and health examination certificates (with content on mental status) must comply with regulations on professional diagnosis, treatment, technical procedures for medical examination and treatment; must be in accordance with the form and regulations in relevant documents.
Do not issue mental health certificates or mental health examination certificates according to the unit's own form.
Heads of units; relevant groups and individuals must take full responsibility if the above documents are issued in violation of regulations, creating conditions for subjects to take advantage of these documents to have the prosecution agencies send the accused and convicts for psychiatric assessment in order to evade or reduce criminal responsibility when committing crimes.
