Ministry of Health recalls 9 cosmetic products of Linh Anh Company

The Drug Administration of Vietnam (Ministry of Health) has issued a decision to suspend circulation and recall 9 cosmetic products manufactured and distributed by Linh Anh General Trading & Service Company Limited.

This decision was made after the Department received a report from the Phu Tho Provincial Department of Health , which discovered many violations related to product formulas and labeling content that were inconsistent with published records.

Linh Anh Company, located at No. 2, Lane 318, Dao Gia Street, Zone 5, Thanh Ba Town, Thanh Ba District, Phu Tho Province, was determined to have circulated cosmetic products that did not meet the regulations on product declaration.

Among the recalled products, two products were determined to have serious violations in both formula and labeling, including: Zunya Shiny Facial Cleanser (receipt number 198234/23/CBMP-QLD, issued on March 24, 2023) and Zun Ya Collagen 3D Perfect Whitening Cream Make Up (receipt number 162638/21/CBMP-QLD, issued on December 3, 2021). These two products were requested to be recalled for destruction.

The remaining seven products were recalled due to labeling inconsistent with the published records, including: Zun Ya Nano Collagen 3D Whitening Day Cream SPF50+++ (receipt number 131891/20/CBMP-QLD, issued on August 28, 2020);

Zun Ya Serum Nano Collagen 3D Spot Whitening, Zunya Cleansing Water (issued on August 28, 2020), Zunya Stem Cell Serum and Zunya Pure Clean Peeling Gel (both with registration number 238530/24/CBMP-QLD, issued on March 12, 2024);

Zunya Essence Suncream SPF 50+/PA+++ UVA/UVB Protection (registration number 212911/23/CBMP-QLD, issued on September 27, 2023) and Sakenzin White Day Cream (issued on August 14, 2023). These products must be withdrawn from the market and returned to business establishments for processing according to regulations.

The Drug Administration of Vietnam requests the Department of Health of provinces and centrally-run cities to widely notify businesses and cosmetic users in the area, requesting them to immediately stop trading and using the above products and return them to the suppliers.

At the same time, request functional units to thoroughly recall violating products, monitor implementation and strictly handle cases of non-compliance.

Regarding Linh Anh General Trading & Service Company Limited, the Department requires the enterprise to urgently send a recall notice to distribution and usage establishments, receive returned products, and organize the recall of all shipments that do not meet regulations.

In particular, the two products with incorrect formulas and incorrect labeling must be recalled for destruction. In cases where the offending element cannot be removed (for example, the offending product label cannot be separated from the product), destruction must be carried out in accordance with the provisions of Clause 54, Article 2, Decree No. 126/2021/ND-CP dated December 30, 2021.

Linh Anh Company is responsible for completing and submitting a report on the results of the recall of the above 9 products to the Department of Drug Administration before May 20, 2025. The Department also assigned the Phu Tho Provincial Department of Health to closely monitor the recall and handling of the enterprise and report the results to the Department before May 30, 2025.

This drastic move by the Ministry of Health aims to strengthen control over the quality of cosmetics circulating on the market, ensure the rights and health of consumers, and at the same time correct violations in the field of cosmetics production and trading.

Recently, the Drug Administration has requested to strengthen the inspection and examination of the implementation of legal regulations on cosmetic management for cosmetic manufacturing and trading enterprises in the area. The authorities have recalled and destroyed many cosmetic products that are unsafe for users.

At the same time, the authorities also strengthen inspection of cosmetics production and trading activities on e-commerce trading platforms and social networks such as Facebook, TikTok, Zalo, YouTube to promptly detect and handle illegal cosmetics production and trading activities, fake cosmetics, cosmetics in circulation that have not been granted a receipt number for the Declaration Form, cosmetics of unknown origin; advertising cosmetics with features and uses beyond the inherent features and nature of the product.

In the context of the increasingly vibrant cosmetics market in Vietnam, the sale of products of unknown origin, unreported quality, and even counterfeiting of famous brands has been and is a burning issue.

Such acts not only violate consumer rights but also threaten the health and safety of users. The inspection, examination and strict handling of violations by competent authorities such as the Drug Administration is one of the important solutions to maintain a healthy market and protect consumers.

Consumers need to be extremely careful when shopping for cosmetics, especially on e-commerce platforms and social networks, where products of unknown origin are easily traded.

To avoid buying counterfeit, fake, or poor quality products, consumers need to carefully check the information about the label, ingredients, production date, expiry date, and valid documents of the product. In addition, it is necessary to request an invoice and valid documents when purchasing to protect their rights.
