Four resolutions including Resolution 57 on science, technology, innovation and digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law making and enforcement and Resolution 68 on developing the private economy into an important driving force have formed a "strategic quartet" with a strong connection, forming an ideological whole called by General Secretary To Lam as the "four pillars". That is the foundation of thinking for a new development model of Vietnam in the context of rapid, wide and deep movements of the times.

From institutions to markets
According to delegate Tran Hoang Ngan - Ho Chi Minh City Delegation, the "strategic quartet" consisting of 4 important resolutions issued by the Politburo in just 5 months, including:
Resolution 57 on science, technology, innovation and digital transformation, a factor considered a prerequisite driving force to accelerate development.

Resolution 59 on deep international integration, but still upholding the principles of independent and self-reliant economic development and protecting territorial integrity.
Resolution 66 on innovation in legislative work, perfecting institutions to create a stable and open legal corridor, promoting development.
Resolution 68 on private economic development, the sector currently contributes more than 51% of GDP and 55% of total social investment capital.
Delegate Tran Hoang Ngan commented that these resolutions have a close relationship, supporting each other as pillars to create momentum for the economy. These are not just individual policies, but a turning point in thinking and awareness, creating the premise for a new economic development revolution of the country.
According to the delegate, if we want to achieve the GDP growth target of 8% or more this year and double-digit growth from 2026 onwards to become a high-income developed country by 2045 as the goal of the 13th Party Congress and the aspirations of the entire population, we must make a breakthrough, especially in the private economic sector. This is a sector that accounts for a large proportion but is facing many barriers in terms of institutions, laws, and business environment.
" We must have that acceleration so that we can stand shoulder to shoulder with the world powers. The goal by 2045 - the 100th anniversary of the founding of the country, we will become a high-income developed country and stand shoulder to shoulder with the world powers as Uncle Ho wished, then it can come true " - delegate Tran Hoang Ngan emphasized.
Regarding Resolution 57, in the context of the 4th industrial revolution taking place strongly, to accelerate quickly, Vietnam must take science, technology, innovation, and digital transformation as the driving force throughout. The fields of agriculture, industry, and services from health, education to trade... all need to apply high technology to improve productivity and efficiency.

"In 40 years of innovation, Vietnam has always grown steadily, averaging about 6.4-6.5%, the highest in 1995 was 9.54%, the lowest was 2.6% in the pandemic year of 2021. But to "accelerate and take off", it is necessary to exceed the threshold of 8-10% and maintain this momentum. This is the reason why Resolution 57 has such strategic significance" - delegate Tran Hoang Ngan analyzed.
In the context of deep international integration, with 17 signed FTAs, Vietnam must proactively take advantage of opportunities but must also firmly maintain the principles of sustainable development, independence, and self-reliance, in accordance with the orientation of Resolution 59.
However, to realize these policies, he affirmed that institutional bottlenecks must be removed. Law is the foundation for development. If the institutions are not open, transparent and stable, it cannot create trust and motivation for businesses, people and the entire political system.
“ Resolution 66 is considered a guideline in perfecting the legal system, including the application of high technology and artificial intelligence to review, synchronize, and prevent overlap in legal documents, ” emphasized delegate Tran Hoang Ngan.

Sharing about the legislative and supervisory role of the National Assembly to put policies into practice, the delegate emphasized that the National Assembly must quickly institutionalize the Party's resolutions with appropriate laws, and closely monitor their implementation.
Delegates said that to increase the efficiency and effectiveness of legislative and supervisory work, applying digital transformation and high technology in the law-making process, especially using artificial intelligence to review and systematize laws to avoid overlap, is an important step.
