- Lang Son is a border province with a high volume of people and goods, both domestic and international, passing through for business and trade, resulting in a rather complex security situation. Steel Rose
Lieutenant Colonel Le Thi Truc Quynh, born in 1986, of the Tay ethnic group, had dreamed of becoming a police officer since childhood. After graduating from the People's Police Academy, in 2009, Quynh began working at the Criminal Police Team of the former Lang Son City Police Department and the Criminal Police Department of Lang Son Province.

As a highly capable and dedicated female officer, Le Thi Truc Quynh is trusted and highly regarded by her colleagues, considered a "steel rose" on the front lines of the fight against crime, contributing to maintaining security and order in the area. During the period 2021-2025, Quynh advised the unit's leadership on the development and issuance of 9 programs and plans for the prevention and control of criminal offenses and social vices; she proactively monitored, synthesized, analyzed, evaluated, and accurately predicted the situation of criminal activity in the area at different times, thereby advising on many effective prevention and combat policies and solutions. In her role as an investigator, this energetic female police officer directly handled, investigated, and resolved 32 very serious and especially serious cases; and received, verified, and resolved 28 reports and denunciations of crimes.
Not only is she highly competent in her professional skills, Lieutenant Colonel Le Thi Truc Quynh also demonstrates a high sense of responsibility, perseverance, and decisiveness in every case. Based on intelligence gathered, she directed officers and soldiers and directly participated in the investigation and dismantling of 3 major cases, arresting 32 individuals in 95 separate incidents. Notably, she successfully led the pursuit and capture of a particularly dangerous fugitive who was hiding abroad…
Lieutenant Colonel Le Thi Truc Quynh shared: "Criminal policing is a demanding and dangerous profession, requiring high physical and mental strength. To do this job, you must be truly dedicated, passionate, and committed to it. I have always considered criminal policing as my own flesh and blood. Through 17 years of practical experience in this field, I've seen that women in this profession face many difficulties. We may lose sight of time and administrative duties; instead, we face covert operations throughout the night, regardless of holidays, and arrests in harsh living conditions, directly confronting danger and notorious criminals. Sometimes, there are still people who hold a strict view, believing that women are weak and delicate, unsuitable for the strenuous and dangerous work of criminal investigation…" - Lieutenant Colonel Quynh confided.
Brave leader
Le Thi Truc Quynh was elected as the Chairwoman of the Women's Association of the Criminal Police Department in 2021. She consistently strives to effectively implement the contents and targets of the association's work program and women's movement each year. She regularly innovates and improves the quality of association activities; unites and attracts all members to participate, creating solidarity and cohesion within the association; and proactively studies and follows the ideology, ethics, and style of Ho Chi Minh , linking it with emulation movements, campaigns, directives, and resolutions of the Party, State, and the police force. The women's movement in the unit is vibrant with activities, exchanges, and seminars… In 2025 and the first four months of 2026, Lieutenant Colonel Quynh actively encouraged women to participate in the "3 Best" emulation movement of the Lang Son Police Women's Association, exemplified by the "Writing a Diary of the 3 Best" model. The women of the Criminal Police Department also organized a meeting and health care consultation program for female members of units in the Police Emulation Cluster I; organized 15 sessions with over 6000 people listening to legal information, prevention of human trafficking, prevention of child sexual abuse and domestic violence; and developed a model of "Women of the Criminal Police Department applying social media in association activities".
Furthermore, under the leadership of Lieutenant Colonel Quynh, the women in the unit have always been at the forefront of charitable work, integrating it into legal awareness campaigns. Specifically, they have donated a "Bookcase for Children" project, given 40 gift packages to disadvantaged households and students, and war veterans in border areas; donated dozens of warm blankets to disadvantaged students, 15 scholarships, and 15 Tet holiday gifts to underprivileged students. They also organized a "zero-cost stall" to donate backpacks, clothes, and books to students in remote areas...
Housework
Le Thi Truc Quynh has a happy family with two children born in 2012 and 2015. Her husband is a police officer in That Khe commune, and he is often away from home for work. Lieutenant Colonel Quynh said: “My children are young, and there are many days when, due to the nature of my work, I have to work night shifts. When I get home at 2 or 3 in the morning, they are still awake because I'm not home. Each time that happens, I can't help but feel guilty and anxious because I can't fulfill my role as a mother in the usual way. Most recently, during the Lunar New Year holiday in 2026, I received information about a particularly dangerous fugitive hiding abroad. Determined not to miss this 'golden opportunity,' I had to apprehend the suspect to facilitate the expanded investigation of the case. I reported this to the unit's leadership and immediately developed a plan to capture the suspect. Thinking that I might not be able to celebrate Tet at home, I encouraged my children and meticulously prepared items and supplies for a proper New Year celebration. I left for work on the 22nd of the 12th lunar month, and fortunately, thanks to the dedicated assistance of the police in the foreign country, we quickly apprehended the suspect and extradited him to Vietnam on the 27th.” December…”.
According to Lieutenant Colonel Quynh, besides the encouragement, support, and assistance from the leaders and officers and soldiers in the unit, she has a tolerant and understanding husband who helps her stay focused on her work and successfully complete all assigned tasks.
With outstanding achievements, from 2021 to 2025, Lieutenant Colonel Le Thi Truc Quynh received the title of Advanced Soldier for two years (2021, 2022), and the title of Emulation Soldier at the grassroots level for three consecutive years (2023 - 2025); she was awarded a commendation by the Minister of Public Security, one commendation by the Chairman of the People's Committee of Lang Son province, and five commendations by the Director of the Provincial Police; she was honored as an "exemplary woman" of the Lang Son Provincial Police for the period 2020 - 2025; she is an advanced model in the "For National Security" emulation movement for the period 2020 - 2025 in Lang Son province and an exemplary model "For Peaceful Life" nationwide.
This is a well-deserved reward and recognition for the efforts and dedication of Lieutenant Colonel Quynh, while also spreading a positive image of a courageous, intelligent, and dedicated female police officer serving the people.
