Unify criteria, conditions, simplify procedures

Minister of Construction Nguyen Thanh Nghi said that from 2021 to now, 499 social housing projects have been implemented nationwide with a scale of more than 411,000 apartments. Currently, 28 localities have announced a list of 68 projects eligible for loans under the VND 120,000 billion credit program with a loan demand of more than VND 30,000 billion; 6 social housing projects in 5 localities have disbursed about VND 415 billion.

The project aims to complete more than 1.06 million apartments by 2030, of which about 428,000 apartments will be completed in the 2021-2025 period. However, the implementation of the project still faces many difficulties and limitations, such as the implementation results of many localities are slower than the registered plan; the disbursement of the preferential credit package of VND 120,000 billion is slow; enterprises investing in social housing and housing for workers face difficulties in accessing land, construction investment procedures, credit, preferential policies, etc.

In 2024, Resolution No. 01/NQ-CP of the Government on key tasks and solutions to implement the Socio -Economic Development Plan and State budget estimates for 2024 requires promoting the development of social housing and workers' housing; striving to complete about 130,000 apartments in 2024.

Presenting their opinions at the conference, business representatives proposed simplifying and shortening investment procedures for social housing projects, especially procedures related to detailed project planning (which can be implemented in parallel with adjusting zoning plans); determining land use fees, land rent and the amount of exemption and reduction; selecting subjects eligible to buy social housing; improving the quality of social housing; proposing mandatory inclusion in local laws on land arrangement and recovery for social housing construction...

Representatives of Hoang Quan Group and Viglacera Corporation said that the maximum profit from building social housing is 10%, but social facilities such as basements, public works, parking lots, etc. are still needed. Therefore, the proposed opinions are to adjust and rebalance the investment capital for building social housing (currently 25% lower than the investment capital for commercial housing) to be equivalent to the investment capital for commercial housing...

In addition, local representatives, such as Hanoi, Ho Chi Minh City, Da Nang, Dong Nai... proposed simplifying and shortening the procedures and time for selecting investors to build social housing; unifying the conditions for participating in preferential loans for the 120,000 billion VND credit package; specifying the list of items and technical infrastructure works in social housing construction investment projects supported by the State budget to attract investors to participate; researching and regulating more preferential mechanisms and policies to promote the development of social housing for rent (especially housing for workers)...

Social housing must be part of the 'overall picture' of urban and rural planning

Concluding the conference, Deputy Prime Minister Tran Hong Ha assessed that in recent times, the Ministry of Construction, together with ministries, branches and localities, have been closely involved and determined to remove difficulties and obstacles in mechanisms and policies in a fundamental, methodical and serious manner.

"The implementation of the Project is the initial, pilot step, from which we can identify existing problems and difficulties, draw lessons to implement housing policies for all people in urban and rural areas, demonstrating the superior nature of the regime. This is a political task, mobilizing the participation and response of the political system, people, and businesses to contribute to ensuring social security, prosperity, and happiness for the people," the Deputy Prime Minister emphasized.

Listening to and taking note of opinions at the conference, the Deputy Prime Minister said that many difficulties and problems have been resolved in the 2024 Land Law and the 2023 Housing Law recently passed by the National Assembly. The Ministry of Construction, together with ministries and branches, needs to review and coordinate closely to resolve them; at the same time, urgently develop and put new points in the land and housing laws into practice.

"The work must be very detailed and specific, such as determining the subjects eligible to buy and rent social housing, investment procedures, access to preferential loans...", said the Deputy Prime Minister.

Regarding the difficulty in land fund for social housing development, the Deputy Prime Minister said that it is necessary to simplify the criteria for determining the subjects eligible to buy social housing, such as: not having a house in the area where they are living, not being able to buy social housing, having a stable job and income, etc.; at the same time, add enterprises in industrial parks to the subjects eligible to rent and buy social housing as dormitories for workers.

This is an important basis for ministries, branches, organizations, enterprises, etc. to participate in statistics and proposals, so that localities can synthesize housing needs. From there, the Ministry of Construction will coordinate with the Ministry of Natural Resources and Environment to include it in the planning of urban and rural system development, serving housing needs when developing industrial parks, educational and medical facilities, site clearance, resettlement, temporary housing elimination, urban and rural beautification, etc.

"Social housing areas must have full essential infrastructure for transportation, education, health care, culture, fire safety... in the 'overall picture' of urban and rural planning," the Deputy Prime Minister noted, adding, "The 2024 Land Law does not restrict the use of existing land funds, in accordance with the planning decided by competent authorities to change the purpose of use to social housing."

Agreeing with the recommendation that there should be a stable financial source for social housing development, the Deputy Prime Minister said that, in addition to state resources, it is necessary to mobilize non-state resources to participate.

The Deputy Prime Minister assigned the Ministry of Construction, the State Bank, the Ministry of Finance, and the Ministry of Natural Resources and Environment to study plans and solutions to facilitate and support banks in implementing a preferential credit package of VND120,000 billion for the social housing sector according to market mechanisms; allowing businesses to mortgage assets formed on land to borrow credit capital; and establishing a social housing fund.

The Deputy Prime Minister assigned the Ministry of Construction to classify, together with ministries and branches, the groups of issues that have been resolved by newly issued legal documents, and the groups of issues that need to continue to be resolved.

The Deputy Prime Minister requested that businesses not only reflect on shortcomings and difficulties, but also actively participate in making recommendations and proposing solutions and initiatives to bring social housing policies into reality, achieving the goals set out in the Project, aiming for all people, regardless of circumstances, to have access to housing.
