In 2025, the industrial and construction sector will continue to play a key role in the province's economic development with a growth rate of 16.13%, contributing 7.72 percentage points to the overall provincial growth. The urbanization rate will reach nearly 18%; urban planning, architecture, development, and construction economic management will achieve many positive results, making an important contribution to achieving the province's socio-economic development goals.

Following the motto "Breakthrough in economic development, creating momentum for the new term," the Department of Construction has proactively and actively implemented key tasks; closely coordinating with departments, sectors, and localities to advise the Provincial People's Committee on effectively implementing many important contents within its authority.

Recognizing urban and rural planning as an important tool for state management with long-term orientation, in 2025, the Department of Construction will review the entire planning system of localities before merger; address overlapping and conflicting content regarding indicators, boundaries, and development orientations; and advise on adjusting and updating planning projects to conform with the provincial plan and new development requirements.

In particular, the Department proactively advised the Provincial People's Committee to develop a conceptual plan for the spatial development of Phu Tho province to integrate it into the Provincial Planning, ensuring consistency with the overall development strategy. A notable example is the conceptual plan for the urban development zone on both banks of the Lo River, connecting the Red River Boulevard with Hanoi . The riverside landscape from Hong Ha Bridge to the center of Viet Tri city is envisioned as a new, modern, civilized, and environmentally friendly development area, playing a crucial role as a driving force in the province's long-term development strategy and contributing to shaping the urban landscape of the central region of the Northern Midlands and Mountains.

The process of reviewing and providing feedback on planning projects is carried out strictly and in accordance with regulations. The decentralization of authority to commune and ward-level governments in planning management is being strengthened, coupled with the organization of training and professional guidance, thereby enhancing the capacity for planning and architectural management at the grassroots level.

In the context of administrative unit restructuring and the implementation of a two-tiered local government model, the Department of Construction advised the Provincial People's Committee to focus on perfecting urban institutions, planning, and management mechanisms; and to orient the development of smart cities with synchronized technical and social infrastructure. Many important results have been achieved, such as: promulgating regulations on the management of urban infrastructure and public services; implementing the Smart City Development Plan according to the new government regulations; and gradually building the Phu Tho Provincial Urban Development Program until 2030. This is an important basis for improving the effectiveness and efficiency of urban management and creating a foundation for sustainable development in the coming period.

The year 2025 also marks the amendment and supplementation of many laws with groundbreaking new content. To quickly bring legal regulations into practice, the Department of Construction advised the Provincial People's Committee to issue specific guiding decisions; develop norms and unit prices in a number of specialized fields aimed at creating a healthy investment environment, enhancing competitiveness, and attracting strategic investors. The increasingly synchronized and transparent legal framework has contributed to resolving difficulties and obstacles for projects and works; promoting investment attraction in construction in the province.

Thanks to this, the province has commenced and inaugurated many key projects and works to celebrate major events of the province and the country with a large total investment. Many projects not only contribute directly to growth in 2026 but also prepare important conditions for the province to enter a new phase of development, aiming to improve the quality of life and happiness of the people.

To achieve the goal of supporting the Government in implementing the program to build 1 million social housing units, the Department of Construction advised the Provincial People's Committee to submit to the Provincial People's Council a resolution stipulating the mechanism for supporting the implementation of social housing construction investment projects in the province. As a result, the progress of social housing and worker housing projects has been accelerated. In 2025, Phu Tho exceeded the Government's assigned plan by commencing 12 social housing projects with a scale of nearly 11,000 units. To date, nearly 3,000 apartments throughout the province have been completed and are ready for sale.

According to Mr. Nguyen Xuan Quang, Director of the Department of Construction, in 2026, Phu Tho will enter a new development phase with increasingly high demands for quality growth, sustainable urban and rural development, investment in synchronous and modern infrastructure, and continued improvement of the two-tiered local government model towards a streamlined, effective, and efficient model. Based on this, the Department of Construction will continue to enhance its state management capacity; innovate planning methods and urban and rural development management towards a modern approach, consistent with a socialist-oriented market economy; promote digital transformation, apply information technology and artificial intelligence in management and operation, creating even stronger breakthroughs in the field of planning and construction, contributing to the successful achievement of the province's socio-economic development goals.
