In particular, the province has implemented administrative procedures regardless of administrative boundaries, allowing citizens to submit applications anywhere, making administrative procedures more convenient and flexible, especially in the context of administrative unit restructuring. Simultaneously, the establishment of public administrative service centers at the commune level and the implementation of various technological solutions have helped citizens easily access public services, marking a significant step forward in administrative reform.

On October 30, 2025, the Chairman of the Provincial People's Committee issued a decision on the implementation of administrative procedures regardless of geographical boundaries in Ca Mau province. This decision stipulates the internal, interconnected process for resolving non-geographical administrative procedures within the province, to be implemented by the Provincial Public Administrative Service Center and 64 commune-level public administrative service centers.

When citizens and businesses need to handle administrative procedures, they can choose to submit their applications online at the provincial or commune-level public administrative service centers. The relevant department is responsible for processing and forwarding the applications to the appropriate authority; simultaneously, they receive the results from the one-stop service department of the unit directly handling the application and return them to the citizens and businesses.
