Citizens carry out administrative procedures at the Phong Thanh Commune Public Administrative Service Center.
To encourage citizens to carry out administrative procedures online, the Provincial People's Council issued Resolution No. 03/2025/NQ-HĐND, applying a fee of 0 VND when citizens carry out administrative procedures online for fees and charges under its authority.
Furthermore, the province has completed the construction of an electronic data management warehouse for organizations and individuals on the provincial administrative procedure resolution information system and connected it with the electronic data management warehouse for organizations and individuals on the national public service portal to share and use digitized data, creating favorable conditions for citizens and businesses to carry out administrative procedures.
Strengthening capacity at the commune level
To maximize convenience for citizens and businesses in carrying out non-geographical administrative procedures, the province has directed the implementation of Government Decree No. 118/2025/ND-CP dated June 9, 2025, on the implementation of administrative procedures under the one-stop and integrated one-stop mechanisms at the one-stop service center and the national public service portal.
At the same time, emphasis was placed on strengthening capacity at the commune level. Accordingly, 64 commune and ward public administrative service centers were invested in and equipped with modern facilities to ensure efficient service. Each center is staffed with 2 VNPT employees and 1-2 members of the community digital technology team to guide and support citizens and businesses, as well as promptly resolve difficulties and obstacles in the process of receiving applications and handling administrative procedures.
Simultaneously, the Provincial People's Committee directed agencies and units to strengthen the organization of training and guidance on professional skills and techniques for receiving and resolving administrative procedures for commune-level officials, especially for newly decentralized and decentralized administrative procedures after the implementation of the two-tiered local government system and administrative procedures with a large number of dossiers. As a result, the entire province organized 11 training courses with a total of 3,520 commune-level officials and civil servants participating; and 5 specialized training courses on controlling administrative procedures and implementing the one-stop and integrated one-stop mechanisms for more than 400 commune-level officials and civil servants. Specifically for the content of implementing administrative procedures regardless of administrative boundaries, 13 training courses were organized with a total of 2,496 commune-level officials and civil servants attending.
The Department of Justice is providing training to officials on administrative procedures in the field of justice when implementing the two-tiered local government model.
Furthermore, Ca Mau province strictly implements the publication and public disclosure of administrative procedures; integrates administrative procedure data into the national database on administrative procedures; and promptly and correctly publishes information on the national public service portal. Agencies and units effectively publicize administrative procedures on their websites; and display them at administrative service centers at all levels using a combination of QR codes and paper boards at information desks, maximizing convenience for citizens and businesses to search and access information.

The full and synchronized implementation of administrative reform tasks and procedural reforms has significantly contributed to Ca Mau's rise among the leading provinces nationwide in integrating and providing 100% online public services for business-related procedures on the national public service portal; ranking 4th out of 34 provinces and cities according to the set of indicators for directing, managing, and evaluating the quality of service to citizens and businesses in implementing administrative procedures and public services in real time on the electronic environment.
