In Ca Mau province, the event was held on the evening of June 30th at Tran Hung Dao Street Square, Ward 5, Ca Mau City (now Tan Thanh Ward). In Bac Lieu province, the program was held at Hung Vuong Square, Ward 1, Bac Lieu City (now Bac Lieu Ward).

The program was attended by current and former leaders of Ca Mau and Bac Lieu provinces from various terms; members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, leaders of departments, agencies, units, and political and social organizations at the provincial level; representatives of the Party Committees and People's Committees of communes and wards in the province, along with local people.

The opening performance, "In My Homeland Minh Hai," was presented by a choir and dance group.

Bac Lieu - Ca Mau - the southernmost region of the Fatherland, deeply imbued with the affection of the South; a place where "the land blossoms, the forests move, and the sea teems with life," where rivers tell stories, and where honest, generous, chivalrous, and compassionate people have together built glorious and heroic chapters of history. From the early days of territorial expansion, to the resistance war against colonialism and imperialism, regaining peace and national independence; and together with the whole country overcoming the consequences of war, entering the period of reform, integration, and development.
