Ca Mau accelerates implementation of Resolution 57.

It is necessary to select a number of agencies and units as pilot sites to inspect and monitor the implementation of Resolution No. 57 on breakthroughs in science and technology development, innovation, and digital transformation, thereby conducting a thorough assessment, drawing lessons learned, and replicating effective practices.

This was a proposal made by Provincial Party Secretary Nguyen Ho Hai, Head of the Provincial Steering Committee on Breakthroughs in Science and Technology Development, Innovation, and Digital Transformation, at the 5th meeting of the Provincial Steering Committee on September 18th. Comrade Huynh Quoc Viet, Alternate Member of the Central Committee of the Communist Party of Vietnam and Standing Deputy Secretary of the Provincial Party Committee; Comrade Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee; and other members of the Steering Committee attended the meeting.

Provincial Party Secretary Nguyen Ho Hai, Head of the Provincial Steering Committee on Breakthroughs in Science and Technology Development, Innovation and Digital Transformation, delivered a speech at the 5th Session of the Provincial Steering Committee.

From July 9th to August 22nd, 2025, the Central Committee issued 16 important documents to implement Resolution No. 57. Based on these, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Steering Committee promptly issued 32 specific documents, creating a foundation for realizing the objectives.

Following the merger and the establishment of a two-tiered local government structure, the Provincial Party Standing Committee established a Provincial Steering Committee on breakthroughs in science, technology, innovation, and digital transformation. This was a timely step, demonstrating decisive leadership and management.

According to Action Program No. 97, the entire province has established 62 goals and 101 tasks and solutions with specific roadmaps. In 2025, 65 tasks were assigned; to date, 38 tasks have been completed (58.46%) and 27 tasks are currently being implemented (41.54%). Specifically, since July 1st, 16 new tasks have been assigned, of which 10 have been completed, and the remaining 6 are progressing on schedule, with no tasks behind schedule. This demonstrates the urgency and seriousness of the relevant units.

At the conference, Comrade Ho Trung Viet, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Propaganda and Mass Mobilization Department, proposed: “ Ca Mau province needs strong innovation in research on scientific and technological topics and projects. In particular, there needs to be a breakthrough roadmap for genetics and breeding; gradually forming the important elements to make Ca Mau a locality that supplies seeds for the entire region.”

In his directive speech, Comrade Nguyen Ho Hai, Secretary of the Provincial Party Committee, requested that agencies and units focus on completing all key tasks according to Plan No. 03 before September 30th. He also suggested selecting a number of agencies and units as pilot sites for inspection and supervision of the implementation of Resolution No. 57, thereby conducting a thorough assessment, drawing lessons learned, and replicating effective practices.

Simultaneously, the province needs to accelerate the connection and integration of information systems for handling administrative procedures with national databases on population, land, health, and education, contributing to building an effective and transparent digital government.

The comrade also emphasized the importance of building a team of cadres that meets the requirements of the new era. Emphasis should be placed on training and developing cadres, civil servants, and public employees in professional expertise, skills in applying science and technology, innovation and digital transformation, and improving management capacity to serve the people and businesses.
