Ca Mau: Closely monitor the progress of construction and promulgation of legal documents

The Chairman of the People's Committee of Ca Mau province has just issued a Plan to monitor the progress of construction and advise on the promulgation of legal documents in the province to improve the quality and effectiveness of state management.

According to the Plan, ensure the progress of developing and promulgating documents detailing the implementation of conclusions, resolutions, instructions and legal documents of the Central Government, especially those assigned to localities for implementation. This includes advising on the promulgation of resolutions of the Provincial People's Council, decisions of the Provincial People's Committee and the Chairman of the Provincial People's Committee in accordance with the prescribed order, procedures and deadlines.

In recent times, the Department of Justice of Ca Mau province has chaired many professional training courses. At the same time, it has closely coordinated with departments, branches and localities in developing, drafting and advising on the promulgation of legal documents.

The plan shows: "Strengthening the role and responsibility of the presiding and coordinating agencies and units, especially the responsibility of the head in ensuring the quality, progress, constitutionality, legality, unity and synchronization of the legal system, meeting the management requirements of the industry, field and locality".

Drafting and advising on the promulgation of legal documents must be carried out urgently and promptly, ensuring constitutionality, legality, consistency and feasibility in implementation.

The provincial departments, branches and sectors need to promote their proactive and active roles and provide timely advice in drafting documents under the province's authority. At the same time, they need to closely coordinate in the process of reviewing, appraising and examining to improve the quality of issued documents.

“The content and progress of drafting documents are carried out according to the list of Resolutions of the Provincial People's Council, the list of decisions of the Provincial People's Committee and the Chairman of the Provincial People's Committee. Agencies and units are responsible for periodically reporting progress before the 30th of each month (on online systems such as Google Docs) to the Department of Justice for synthesis and reporting to the Provincial People's Committee for consideration and direction.

The presiding agencies need to develop a detailed plan, determine the deadline, and clearly assign responsibilities to each group and individual. In case of difficulties or problems arising during the implementation process, they must promptly coordinate with the Department of Justice for guidance or report to competent authorities for consideration and resolution" - the Plan clearly states.

According to the Plan, the Chairman of the People's Committee of Ca Mau province requested the Department of Justice to be responsible for monitoring, urging and guiding agencies and units to perform assigned tasks; at the same time, synthesize the implementation results, report and advise the Provincial People's Committee for timely direction.

The Provincial People's Committee Office coordinates with the Department of Justice and relevant agencies to monitor and urge the implementation of the plan in a synchronous manner.

The People's Committees of communes and wards, based on their assigned functions and tasks, promptly review relevant documents of the Central Government to determine the contents that need to be issued with detailed regulations for implementation. On that basis, issue or submit to the People's Councils of the same level to issue documents in accordance with legal regulations.

Mr. Vu Nghi Binh - Director of the Department of Justice of Ca Mau said: "The Department of Justice will strengthen the monitoring and urging of the progress of drafting and promulgating legal documents, especially documents implementing the Resolutions and conclusions of the Central Committee, the Provincial Party Committee and the Provincial People's Council. The drafting of documents must ensure the correct process and procedures, clear and feasible content, meeting the requirements of state management in all fields, promoting socio -economic development in the province".

According to Mr. Vu Nghi Binh, in the coming time, the Department of Justice will proactively coordinate with departments, branches, sectors and localities in the work of appraising, inspecting and reviewing documents, aiming to improve quality and ensure constitutionality, legality, consistency and synchronization in the legal system. At the same time, it will focus on providing professional guidance, removing difficulties and obstacles for assigned agencies and units, contributing to the good implementation of the work of building and promulgating legal documents in the province.
