The 80th anniversary of the founding of the Vietnam People's Public Security Forces (August 19, 1945 - August 19, 2025) is a sacred occasion for the People's Public Security Forces and the people of the whole country to remember and pay tribute to the previous generations who devoted their lives to the glorious revolutionary cause. In that heroic flow, the name of Colonel, Hero of the People's Armed Forces Tong Xuan Nhuan, former Director of Thanh Hoa Provincial Police, is one of the typical examples, shining forever in the hearts of his comrades and the people. He was born in 1929 in a poor farming family in Truong Trung commune, Nong Cong district, Thanh Hoa province (now Truong Van commune). He was enlightened about the revolution early and participated in activities in the police force from the early years of the resistance war against the French. From a local security soldier, he quickly matured through practice, holding many leadership positions, the pinnacle of which was Director of Thanh Hoa Provincial Police for many consecutive years.
Throughout his life, from the fierce years of the resistance war against the US to save the country to the period of building and defending the homeland after the country's reunification, he always demonstrated the spirit of a steadfast revolutionary soldier, absolutely loyal to the Party, the Fatherland and the People.
Special feats in Thanh Hoa homeland
Before fighting on the Central battlefield, he had achieved many great feats in his hometown Thanh Hoa. Immediately after the victory of the August Revolution in 1945, the young revolutionary government in Thanh Hoa had to face plots of overthrow and riots by reactionary forces. Notably, there was the disturbance in Ba Lang and Tinh Gia. Taking advantage of the religious beliefs of a section of the Catholics, reactionary elements organized a gathering of more than 2,000 people, spread false propaganda, burned down houses, arrested cadres, seized weapons and assaulted our forces.
The enemy's plot was to create a religious separatist region, creating a premise for counter-revolutionary uprisings. Faced with that situation, comrade Tong Xuan Nhuan was assigned the task of coordinating with military intelligence, police and military forces, and directly commanding the suppression of the riots. With his intelligence and flexibility, he organized the division of the enemy formation, converted the Catholics, and at the same time organized the encirclement, attacks and arrest of more than 450 subjects, and seized many weapons. On January 14, 1955, the People's Court of Thanh Hoa province opened a public trial, severely sentencing the ringleaders, thereby creating a great deterrent and affirming the role of the revolutionary government.
In June 1962, as Deputy Director of Thanh Hoa Police, Comrade Tong Xuan Nhuan directly commanded the special project to capture a group of 5 American spy commandos who parachuted into Trung Ha commune (Quan Hoa district). With the motto of "discreet, resourceful, decisive", he immediately organized disguised reconnaissance, isolated the area, and followed traces from canned food, dry food, and footprints through many days of rugged mountains and forests. On September 29, 1962, discovering the target in Hien Kiet commune, he commanded the encirclement, killed 1, and captured 2. On October 4, in the Vietnam - Laos border area, he continued to command the pursuit, killed the remaining 2, seized all weapons and radios, successfully completing a particularly important project, contributing to protecting the safety of the border area and the international reputation of our country at that time.
Not stopping there, in the early 1960s, he also commanded many raids on the remnants of the Kuomintang, Hoa Hao, and extremist Buddhists hiding in the mountainous areas of Western Thanh Hoa, such as Quan Hoa, Lang Chanh, and Ba Thuoc, contributing to cleaning up the area and maintaining a safe corridor for the Socialist North.
Great feat in the battlefield of Thua Thien Hue
In the following period, on the Central battlefield, comrade Tong Xuan Nhuan continued to demonstrate his commanding talent and bravery in dangerous special cases in Thua Thien Hue . Notably, there was the capture of Le Kim Chieu, former Deputy Secretary of the Huong Tra District Party Committee, who had betrayed and returned to work as a lackey for the enemy. On the night of March 26, 1970, under his direct command, the security task force captured Chieu alive, ensuring absolute safety. The subsequent public trial contributed to strengthening the revolutionary movement and promptly suppressing rebellions.
In addition, during the 1968 Tet Offensive, he and his comrades stayed in Hue city, organized the protection of revolutionary bases, brought cadres safely out of the siege, coordinated revolutionary propaganda and maintained important areas in the heart of the enemy.
“Each victory is not only a victory of guns and bullets but also a victory of firm belief in revolutionary ideals and in the strength of the People in the struggle for national independence,” a veteran cadre at the Tri Thien battlefield emotionally recalled.
Contribute to building Thanh Hoa police in the post-war period
After the country's reunification, he was transferred to become the Director of Thanh Hoa Provincial Police during an extremely difficult period in terms of security and society. This was a period when the country was in an economic crisis, and all kinds of criminal offenses, economic sabotage, and illegal border crossings increased. He directed the launching of many high-profile campaigns to combat smuggling and counterfeiting, reorganized the communal police, and mobilized hundreds of thousands of people to participate in the movement to protect national security.
In particular, he paid great attention to Party building work in the police, training cadres from ideology, ethics to professional discipline. With cadres who committed violations, he dealt with them strictly but always maintained the spirit of education and transformation. With young cadres, he was an exemplary teacher, training through practice, teaching through his own fighting life. "To be a police officer, one must have a strong political stance, pure moral qualities and always put the interests of the people first. Every action, every decision must come from a pure heart to serve the people", he once advised the next generation of cadres.
Not only was he a loyal soldier, he was also an exemplary, loyal, and compassionate husband and father. In his daily life, he maintained a simple and harmonious lifestyle, was respected by his comrades, loved by his family, and was a strong spiritual support for many officers and soldiers.
A shining example for today's generation
With his persistent contributions and silent but great sacrifices, comrade Tong Xuan Nhuan was posthumously awarded the noble title "Hero of the People's Armed Forces during the resistance war period" by the Party and State, engraved in the golden history of Thanh Hoa Police and Vietnam People's Public Security.
Nowadays, in the era of digital transformation and international integration, police officers and soldiers need to learn from and follow the example of previous generations such as Comrade Tong Xuan Nhuan. The values he left behind, his loyalty, dedication, spirit of serving the people, and practical organizational ability, are the foundation for the police force to overcome new challenges, from high-tech crimes to non-traditional security.
Today's young generation must inherit and promote that legacy through concrete actions: improving professional qualifications, political courage, mastering technology, enhancing systematic thinking, and creativity in protecting national security in the digital age. The example of Colonel Tong Xuan Nhuan is a reminder that: regardless of time or circumstance, a police officer must live and contribute with the spirit of "forgetting oneself for the country, serving the people".
