1. Selection criteria for citizens joining the Vietnam Coast Guard
Specifically, Article 35 of the 2018 Law on the Vietnam Coast Guard stipulates the conditions and standards for selecting citizens to join the Vietnam Coast Guard, including:
- Vietnamese citizens aged 18 and above, regardless of gender, who possess good political and moral character, good health, a clear background, and who voluntarily wish to serve long-term in the Vietnam Coast Guard.
- Possess professional technical and vocational qualifications and certificates, and skills suitable for the job requirements of the Vietnam Coast Guard.
2. Legal titles of the Vietnam Coast Guard
Based on Article 4 of Decree 61/2019/ND-CP, the legal titles of the Vietnam Coast Guard are as follows:
- Police officers, detectives, and investigators are legal titles within the Vietnam Coast Guard, tasked with preventing, deterring, detecting, and combating crime and violations of the law.
- Coast Guard officers and investigators include:
+ Police officers, junior investigators;
+ Police officers, mid-level investigators;
+ Police officers, senior investigators.
- The Minister of National Defence shall prescribe the conditions, standards, procedures for appointment, dismissal, and removal from office, and the mẫu certificate for Coast Guard officers and investigators of the Vietnam Coast Guard.
- The Commander of the Vietnam Coast Guard decides on the appointment, dismissal, and removal from office of Coast Guard officers and investigators; issues, revokes, and regulates the management and use of Coast Guard officer and investigator certificates.
- Investigating officers of the Vietnam Coast Guard, when assigned to investigate criminal cases in accordance with the Criminal Procedure Code and the Law on the Organization of Criminal Investigation Agencies, must be accountable to the law and the head of the agency that issued the assignment decision regarding the performance of their duties and powers.
3. Regulations and policies for officers and soldiers of the Vietnam Coast Guard.
According to Article 5 of Decree 61/2019/ND-CP, the regulations on regimes and policies for officers and soldiers of the Vietnam Coast Guard are as follows:
- Entitled to salary according to rank, grade, position, and allowance system;
- Entitled to seniority allowance exceeding the standard rate, allowance for holding multiple leadership positions, regional allowance, special allowance, attraction allowance, mobility allowance, hazardous and dangerous work allowance, professional seniority allowance, professional responsibility allowance, job responsibility allowance, national defense and security service allowance, allowance for long-term service on ships, sea, and islands, daily sea allowance, and special sea allowance, in accordance with the area of work, sea, and islands, task requirements, and other regulations and policies as prescribed by law for officers and soldiers of the armed forces and cadres, civil servants, and public employees with similar working conditions, working environment, area, sea, and islands.
4. Organizational structure of the Vietnam Coast Guard
The organizational structure of the Vietnam Coast Guard includes:
(1) Vietnam Coast Guard Command.
(2) Units under the Vietnam Coast Guard Command:
- Coast Guard Region 1 Command; Coast Guard Region 2 Command; Coast Guard Region 3 Command; Coast Guard Region 4 Command;
- Task Force No. 1 for combating drug crimes; Task Force No. 2 for combating drug crimes; Task Force No. 3 for combating drug crimes; Task Force No. 4 for combating drug crimes;
- Reconnaissance Team No. 1; Reconnaissance Team No. 2;
- Center for Training and Professional Development of the Coast Guard.
(3) The focal agencies and units at the grassroots level under the units specified (2).
