DTO - In order to promote the implementation of digital transformation (DT) in the activities of state agencies of the province as well as to assess the annual status of DI in state agencies to have a basis for orientation and propose solutions to improve the level of DI, on December 20, 2022, the Chairman of Dong Thap Provincial People's Committee issued Decision No. 1397/QD-UBND-HC on "Issuing a set of indicators to evaluate and rank DI of agencies and specialized units under the Provincial People's Committee and District and City People's Committees in Dong Thap province" (abbreviated as DTI). Compared to the assessment results in 2022, most units and localities have made positive progress in DI through a remarkable increase in scores and many DI models effectively implemented in 2023.

With experience from the 2022 and 2023 assessment, local leaders and units are interested in the assessment of the level of digital transformation; have assigned focal officers to receive assessment accounts and update data within the prescribed time. Through the assessment via software and online storage, units and localities can view the assessment results (with notes) as well as analyze the content that did not achieve the score in 2022 and have appropriate solutions to overcome it, so the 2023 results in terms of scores have a very positive increase.
The self-assessment scores of the units are at a high level (>65%). The average DTI score in 2023 (abbreviated as DTI value 2023) of the professional units under the Provincial People's Committee is 68% (136.69/200 - above average - good); District People's Committee is 79% (314.5/400 - good or higher).
Through the assessment, in addition to determining the rankings of units and localities, the province also identifies the level of digital transformation as well as the strengths and weaknesses of each locality to have appropriate policies, investments and implementation. In general, the digital transformation level of departments, branches and localities in the province in 2023 will increase from below average to above average or above.
Provincial DTI has indicators used to evaluate agencies and specialized units under the Provincial People's Committee with a total score of 200 points based on 6 indicators and 21 component indicators including: digital awareness (20 points), digital institutions (20 points), digital infrastructure (40 points), digital human resources (30 points), network information security (40 points), digital government activities (50 points).
District-level DTI has indicators used to evaluate specialized agencies and units under the People's Committees of districts and cities with a total score of 400 points based on 8 indicators and 35 component indicators including: digital awareness (60 points), digital institutions (20 points), digital infrastructure (50 points), digital human resources (50 points), network information security (40 points), digital government activities (90 points), digital economy (70 points), digital society (20 points).
On May 30, 2024, the People's Committee of Dong Thap province issued Decision No. 447/QD-UBND-HC to add bonus points in the annual assessment of the Digital Transformation Index for agencies, specialized units under the Provincial People's Committee and the People's Committees of districts and cities with new models and good practices. Specifically, agencies, units and localities with digital transformation models, initiatives and topics approved by competent authorities: each model, initiative and topic will be awarded 5 points; localities with Community Digital Technology Teams awarded Certificates of Merit by the Provincial People's Committee: each Certificate of Merit will be awarded 10 points.
Recently, in response to National Digital Transformation Day and Digital Transformation Day of Dong Thap province (October 10, 2024), the Provincial People's Committee announced the DTI rankings in 2023: provincial department and branch level: Department of Science and Technology First Class, Department of Industry and Trade Second Class; Department of Culture, Sports and Tourism Third Class; localities: Thap Muoi district First Class, Sa Dec city Second Class and Cao Lanh city Third Class. These units were awarded Certificates of Merit by the Chairman of the Provincial People's Committee for their outstanding achievements in digital transformation work in 2023.
Digital transformation is the process of overall and comprehensive change of individuals and organizations in the way of living and working from the real environment that we are familiar with to the new environment, the digital environment. Digital transformation is an inevitable trend, an important solution for localities to develop. The province has been making efforts to promote digital transformation; effectively and synchronously implementing many solutions based on the three pillars of digital transformation: digital government, digital economy and digital society. The province has chosen three priority areas to focus on promoting digital transformation: agriculture, health care and education to carry out the main tasks in the province's Digital Transformation Project. Although the starting point is lower than other localities, with the perseverance and determination of the entire political system, up to now, the digital transformation results of Dong Thap province have achieved some positive results. Compared with the targets of Resolution No. 04-NQ/TU dated December 31, 2021 of Dong Thap Provincial Party Committee, 12/17 targets were achieved and exceeded, 3/17 targets are likely to be achieved in 2025 and 2/17 targets achieved low results and need more efforts to be completed in 2025; compared with the targets set out in Dong Thap Provincial Digital Transformation Project: 31/46 targets were exceeded and achieved, 12/46 targets were not achieved, 3 targets have no basis for evaluation.
