Speaking at a press conference after the BRICS Summit in Johannesburg (South Africa), Russian Deputy Foreign Minister Sergey Ryabkov said that one of the important conditions for joining BRICS is "not to impose illegal sanctions on any member of the bloc".
Sergey Ryabkov noted that all six countries invited to join BRICS at the meeting - Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates (UAE) - fully complied with this requirement.

“Meanwhile, Western countries are going the exact opposite way. Therefore, they are not welcome in BRICS, not only in joining BRICS but even in participating in the bloc’s events,” the Russian Deputy Foreign Minister added.
However, Sergey Ryabkov stressed that the door to BRICS is not completely closed for Western countries. Any country that supports the removal of illegal sanctions and abandons this policy can consider its application for membership.
Western countries have imposed heavy economic sanctions on BRICS member Russia over its conflict with Ukraine. Moscow has repeatedly condemned the sanctions, calling them illegal. In addition, in 2021, the European Union (EU) imposed restrictions on BRICS member China over human rights issues.
