New wards of Thanh Xuan district trial run two-level local government model

According to records in Thanh Xuan ward (new), due to being fully instructed and trained, on the morning of June 20, during the trial operation, all staff had a firm grasp of the basic issues in operating two-level local government; receiving functions and tasks decentralized and delegated from the Central and the city; and receiving administrative procedures to serve the people.

According to the plan, this afternoon (June 20), the new wards will conduct a trial meeting of the Ward Party Executive Committee; approve the plan to organize the congress and deploy some work contents in the coming time.

Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Thanh Xuan District Nguyen Minh Tien said that from June 20 to June 26, 2025, the new wards in the district will operate services related to public administrative procedures to serve the people; operate services and work groups related to the (new) wards, people and businesses.

The Standing Committee of the Party Committee and the People's Committee of the wards shall resolve hypothetical situations arising before, during and after the operation of the new ward-level local government.

Accordingly, the wards will operate and simulate scenarios including: Document management and administration system, receiving and transferring outgoing and incoming documents in the political system and the city's official email system.

Operate the reception, processing and response to information reflecting the reality of people and businesses through the iHanoi application or directly at the citizen reception department, and provide guidance on administrative procedures during the period from June 20 to June 26, 2025.

Operate the online conference system connecting the city with the wards. Operate the reception and settlement of administrative procedures at the wards for all types of certified copies, birth certificates, and death certificates; operate the reception and settlement of administrative procedures and records connecting the new wards with city-level agencies.

At the same time, operate the reception and settlement of administrative procedures (household registration, land, construction...) for cases where people have submitted documents in Thanh Xuan district but have not been resolved and hand them over to the new ward for continued settlement; operate the return of results that Thanh Xuan district has issued but has not yet handed over to return before stopping operations.

Operate, receive and resolve ongoing and pending projects of the district to coordinate with departments, branches and sectors in the city to continue implementation or submit to competent authorities for consideration and resolution according to regulations (select hypothetical situations of important and complicated nature, such as construction projects related to many new wards...).

Operate the mechanism of the Ward Party Executive Committee meeting to lead and direct the implementation of the allocation of delegates to the Ward Party Congress for affiliated grassroots Party organizations.

Operate the mechanism of the Ward Party Executive Committee meeting to consider and issue a Resolution to lead the implementation of tasks directed by the city and resolve complicated issues arising after the establishment of the new Ward Party Committee and government, to complete the targets and tasks of Party building, economic , cultural and social development, ensuring social security and order and taking care of people's lives in the area.

At the same time, organize the first session of the Ward People's Council to announce the resolutions of the Standing Committee of the City People's Council on the personnel of the Ward People's Council, consider issuing resolutions on the organization of the Ward People's Council apparatus according to its authority, consider issuing resolutions on the socio-economic development plan and local budget; decide on the regular session of the People's Council in 2025.

Operate the mechanism of the Ward People's Committee meeting in implementing direction and leadership of state administrative management in the area; direct and organize the implementation of socio-economic development tasks; organize the implementation of state management in the locality in the fields of economy, land, construction, transportation,education , health, judicial administration, judicial support, internal affairs, labor, information, culture, society, tourism, physical education and sports in the area according to the provisions of law.

After the trial operation days, on June 27, 2025, Thanh Xuan district will hold a meeting to review and draw experience, and continue to synchronously deploy in (new) wards.
