Lao Cai, Binh Duong , Quang Tri and some other provinces announced to stop direct admission and add bonus points to grade 10 for candidates with IELTS.
In early March, a series of provinces and cities had to adjust their 10th grade enrollment plans after the Ministry requested that the regulations for middle school and high school enrollment be properly implemented. Accordingly, localities are not allowed to directly recruit or give extra points to candidates with international language certificates.
Quang Tri , the locality that for the third consecutive year added extra points or exempted candidates from the English test with IELTS, has announced to stop this regulation.
Previously, the province issued a plan to enroll students in public grade 10, exempt them from exams and count 9-10 points in English for candidates who achieve 4.0 IELTS or equivalent or higher, applicable to both specialized and non-specialized schools.
Lao Cai and Quang Binh have made similar decisions. In the announced 10th grade admission plan, Lao Cai plans to exempt candidates with IELTS 4.0 or higher from the English exam and count 10 points for English subjects for candidates with IELTS 4.0 or higher in non-specialized high schools. If registering for specialized classes, candidates with IELTS 5.5-6.5 will have their specialized subject scores converted according to the formula: IELTS score * 10/7. If they score 7.0 IELTS or higher, they will be counted as 10 points for specialized English. As for Quang Binh, apply this policy to students taking entrance exams Vo Nguyen Giap specialist.
Binh Duong also announced the removal of the policy of adding 1 incentive point for candidates with IELTS 4.0-5.0 and exempting candidates with IELTS 5.0 or higher.

Another locality that has announced direct admission to non-specialized grade 10 for students with IELTS 5.0 or higher is Tuyen Quang . The Department of Education and Training of this province said it has proposed that the provincial People's Committee amend the enrollment plan to remove the above regulation.
This province will also not add points or directly admit candidates with IELTS 6.0-7.0 to the Ethnic Boarding School and English Specialized Class, Tuyen Quang Specialized High School.
In addition to stopping direct admission and giving priority to admission based on international language certificates, Quang Tri, Lao Cai and Binh Duong also do not directly admit students who have won provincial-level excellent secondary school student awards, to comply with the regulations of the Ministry of Education and Training.

Many teachers and English experts also emphasized that using this certificate to enroll 10th graders is inappropriate because IELTS is not recommended for people under 16 years old. Meanwhile, many localities are concerned about the impact on the English learning movement.
