* Tam Thanh Ward, Lang Son Province was established in Resolution No. 1672/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Lang Son Province in 2025, based on the merger of the natural area and population of Tam Thanh Ward (old) and Hoang Dong Commune, Lang Son City. After the merger, Tam Thanh Ward has a natural area of 27.35 km2 and a population of 30,301 people.
Tam Thanh Ward is a locality with many potentials and basic strengths, with a convenient traffic location, National Highway 1A running through it, with many historical relics, scenic spots, and tourist attractions (Nhat-Nhi-Tam Thanh relic complex, Mac Dynasty Citadel, To Thi Mountain, Phai Loan Lake Park, Na Tam Lake, golf course project, etc.), creating favorable conditions and many potentials for economic, trade, tourism and service development in the area.
Implementing the project of Lang Son province to implement the model of "Friendly Government", the Party Committee and the ward government focused on effectively leading and directing the work of "government mass mobilization" associated with the construction and implementation of this model.
In addition, the Party Committees, authorities, Fronts, and organizations of Tam Thanh ward have proactively selected and organized activities suitable to practical conditions such as organizing the construction of skillful mass mobilization models "Unscheduled Day"; "Model Residential Area" model, "Green Sunday" movement... In 2024, the Ward People's Committee received a Certificate of Merit from the Chairman of the Provincial People's Committee for implementing the "Friendly Government" model at the grassroots level.
During the 2025-2030 term, Tam Thanh Ward Party Committee strives to develop tourism and services into an important economic sector, focusing on administrative reform, continuing to strengthen national defense and security, building Tam Thanh Ward into a green, clean, smart, modern urban area, imbued with national cultural identity, increasingly rich, beautiful and civilized.
Regarding development breakthroughs, Tam Thanh ward determined to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and the province's programs, projects and plans on breakthroughs in science and technology development, innovation and national digital transformation.
The ward will focus on effectively implementing programs, projects and plans on science and technology development, digital transformation; improving the business environment; investing to encourage private economic development, promote innovation and build a startup ecosystem.
At the same time, Tam Thanh ward will resolutely and successfully implement the goals of building digital government, digital economy, digital society, the plan "Digital education for all"; building smart urban areas, associated with building wards that meet urban civilization criteria.
The ward government focuses on operating the Public Administration Service Center well in a modern, smart, and people-friendly direction, with the goal of solving work quickly and most conveniently for people and businesses.
The 1st Congress of Delegates of Tam Thanh Ward heard the announcement of the Decisions of the Standing Committee of Lang Son Provincial Party Committee appointing 27 comrades to join the Executive Committee and 9 comrades to join the Standing Committee.
Comrade Nguyen Van Hanh, former Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Lang Son City (formerly) was appointed to hold the position of Secretary of the Tam Thanh Ward Party Committee, term 2025-2030.
* Xuan Duong commune, Lang Son province is a commune with mainly mountainous terrain interspersed with valleys, favorable for agricultural and forestry development, especially growing fruit trees, medicinal plants under the forest canopy and developing production forests.
During the 2025-2030 term, it is noted that Xuan Duong commune's economy continues to maintain good growth, the economic structure shifts in the right direction; the commune's potential and strengths continue to be promoted; national target programs are implemented synchronously; agriculture and forestry have many effective production models; socio-economic infrastructure continues to receive investment attention, gradually meeting development requirements and improving people's lives.
At the end of the 2020-2030 term, Xuan Duong commune had 47/58 targets achieved and exceeded.
However, Xuan Duong commune still faces many difficulties and challenges such as: the rate of poor and near-poor households is still high; agricultural and forestry production is still fragmented and small-scale; there is a certain difference in socio-economic development between villages, the situation of land disputes among the people still has potential complications...
Frankly acknowledging the limitations and difficulties it is and will encounter, Xuan Duong commune sets the goal of creating a development breakthrough based on the application of science and technology, promoting digital transformation according to the direction of Resolution No. 57-NQ/TW.
Accordingly, Xuan Duong commune focuses on building digital government, improving management and operation efficiency through the application of modern information technology and digital platforms.
At the same time, the commune focuses on completing information technology infrastructure; promoting the deployment of online management and operation systems, public administration software, electronic one-stop shop and data digitization to serve the direction and operation of the Party Committee and commune government.
The commune has planned to effectively implement the training and fostering of cadres, party members, and civil servants in digital skills, thereby building a team of qualified digital cadres to meet the requirements of comprehensive digital transformation.
Along with that, with urgent tasks, the commune will resolutely direct the implementation of site clearance for major projects in the area: Ai Quoc Wind Power Plant (capacity of 100MW, operating in 2028) and Loc Binh Wind Power Plant (capacity of 60MW, operating in 2028); Xuan Duong-Huu Lan inter-commune road project (old); Lang Son-Yen The 500kV Line; Lang Son-Bac Giang 500kV Line; Lang Son 1-Dong Mo 220kV Line through the commune; Macadamia tree investment and development project, large timber and medicinal plant planting project under the forest canopy.
At the 1st Congress of the Xuan Duong Commune Party Committee, Comrade Vy Van Bong, former Chairman of the Vietnam Fatherland Front Committee of Loc Binh District, was appointed to hold the position of Secretary of the Xuan Duong Commune Party Committee for the 2025-2030 term.
* Tan Van Commune, Lang Son Province (merging 3 communes Tan Van, Hong Thai and Binh La of Binh Gia district before) has a natural area of 112.06 km2 , with 23 villages (including 9 extremely difficult villages); 3 main ethnic groups living together including Tay, Nung, Kinh, with 2035 households, total population is 9,497.
Tan Van commune has advantages in developing the hill forest economy. The annual forest planting rate increases, mainly acacia, fat, eucalyptus... In 5 years, 931 hectares have been planted, increasing the forest cover to 66.99% and bringing a good income to the people.
Determining the sustainable development of agriculture and forestry, thereby, agricultural and forestry extension, plant protection, disease prevention and control for crops and livestock, and science and technology transfer are focused on and implemented, and people in the commune respond... Total grain output in 2024 will reach 5,302 tons.
In the commune today, there are many relic sites belonging to the UNESCO Lang Son Global Geopark.
In addition, the residents living in the commune are mainly Tay and Nung people with unique cultural life. Therefore, in recent years, the work of preserving and promoting the cultural identity of ethnic groups has been paid attention to, associated with preserving and promoting the value of traditional cultural heritages and historical relics in the area; associated with promoting the development and promotion of Lang Son UNESCO Global Geopark.
In the coming term, Tan Van commune determines to focus on attracting investors to develop eco-tourism and cultural tourism; focus on mobilizing resources to invest in tourism infrastructure, technical tourism facilities, connecting tourist areas and attractions, especially the Tham Khuyen and Tham Hai cave relics in the Lang Son UNESCO Global Geopark.
However, at present, the socio-economic development of the commune still faces many difficulties due to its large area, low education level and mainly pure agricultural production.
Currently, the commune does not have many effective economic development models at the same time, due to the impact of natural disasters, climate change, and frequent outbreaks of plant and animal diseases.
Along with that, there are still some areas with weak telecommunication signals in the area, and many village cultural houses have not been installed with wireless network systems.
To make a breakthrough in socio-economic development, in the coming term, Tan Van commune will focus on developing infrastructure, focusing on transport infrastructure, creating new development space, connecting communes, regions and especially connecting localities with border economic zones.
In order to complete the political tasks set forth by the 1st Congress of Delegates, the Party Committee of Tan Van commune, the Party Committee and government in the commune determined to promote comprehensive digital transformation.
In particular, the commune will organize the application of scientific and technological advances in agricultural production, focusing on the field of plant and animal varieties; apply effective production and cultivation processes; apply technology in preserving, preliminary processing, and processing agricultural and forestry products.
In addition, Tan Van commune will encourage households, cooperatives, and cooperatives to use digital platforms, e-commerce platforms, and digital monitoring tools to gradually improve productivity, manage production costs, and access online markets.

At the 1st Congress of Delegates, the Tan Van Commune Party Committee heard the announcement of the decision of the Provincial Party Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman and Deputy Chairman of the Inspection Committee of the Tan Van Commune Party Committee for the 2025-2030 term.
Accordingly, comrade Leo Van Hiep, former Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Trang Dinh district (formerly) was appointed to hold the position of Secretary of the Tan Van commune Party Committee for the 2025-2030 term.
