This was the opinion of Pham Tat Thang, member of the Central Committee of the Communist Party of Vietnam and Deputy Head of the Standing Committee of the Central Committee's Mass Mobilization Department, at the working session of the Central Committee's Mass Mobilization Department with the Standing Committee of the Quang Tri Provincial Party Committee on the situation of disseminating and implementing central documents on mass mobilization work, which took place this afternoon, June 11th. Attending the meeting were Nguyen Dang Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Le Thi Lan Huong, Head of the Provincial Mass Mobilization Department; and Dao Manh Hung, Chairman of the Vietnam Fatherland Front Committee of Quang Tri Province.

Reporting at the working session, Head of the Provincial Party Committee's Mass Mobilization Department, Le Thi Lan Huong, affirmed: In the past period, the Provincial Party Standing Committee has issued leadership and guidance documents related to mass mobilization work of the political system; ethnic affairs; religion; mass mobilization in state agencies and governments at all levels; implementation of grassroots democracy; mass organization work; mass mobilization work in land clearance; implementation of the "Skilled Mass Mobilization" emulation movement; strengthening the innovation of the Party's leadership and guidance methods on mass mobilization work in conjunction with the implementation of the Central Party Committee's resolutions.
In addition, emphasis should be placed on thoroughly understanding, disseminating, and implementing the Party's and the Provincial Party Committee's policies and resolutions on mass mobilization work.
Ethnic affairs work has been given priority, focusing on the effective implementation of socio-economic development programs and projects, gradually improving the material and spiritual lives of ethnic minority and mountainous communities. As a result, the poverty rate has decreased by 3.25% annually; average GRDP per capita has reached 36 million VND/person/year; infrastructure has been invested in comprehensively; and valuable traditional cultural identities have been preserved, maintained, and promoted.
Religious affairs are given attention, with support, guidance, and assistance provided to religious organizations and individuals to conduct activities within the framework of the law. Religious leaders actively mobilize the masses and followers to respond to and participate in patriotic emulation movements, building new rural areas and civilized urban areas. Currently, in the area, there are 32 religious leaders, monks, and followers participating as representatives in People's Councils at all levels; 294 participate in the Vietnam Fatherland Front and other political and social organizations at all levels; and there are 143 Party members who are religious.
Party committees at all levels have focused on advising and proposing to Party committees the development and issuance of guiding documents, implementation, inspection, and supervision to effectively carry out tasks related to propaganda and mobilization of the people to participate in implementing resolutions of Party congresses at all levels, socio-economic development tasks, Party building, building the political system, regional defense exercises, implementing the Law on Grassroots Democracy, and mass mobilization for land clearance...
In addition, we have coordinated with the Fatherland Front, the armed forces, and political and social organizations to build national unity, gather and mobilize the people to promote patriotic emulation movements.
This has mobilized the entire political system in mass mobilization work, promptly resolving emerging issues at the grassroots level and ensuring the legitimate rights and interests of the people in accordance with the law. The "Skilled Mass Mobilization" emulation movement for the period 2021-2025 has been widely developed, and by the end of 2023, 555 "Skilled Mass Mobilization" models had been recognized.
Government-led public relations work has been strengthened, with regular emulation movements launched to implement socio-economic development tasks annually and for the period 2021-2026.
In addition, we must build a team of skilled and responsible officials and civil servants who serve the people with the motto "Respect the people, be close to the people, understand the people, learn from the people, and be responsible to the people," "Listen to what the people say, explain things the people understand," "Guide the people in their work," "Earn the people's trust," and "3 don'ts - 3 shoulds - 3 needs."
Authorities at all levels regularly organize public consultations and direct dialogues with officials, Party members, and the people to listen to their concerns and aspirations, and to consider and resolve pressing issues and obstacles.

Speaking at the working session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, emphasized: Following President Ho Chi Minh's teaching to "put the people first," the Quang Tri provincial leadership has paid special attention to caring for the material and spiritual lives of the people. This includes focusing on implementing many socio-economic development programs and tasks to develop the locality and improve the material lives of the people, with particular emphasis on mountainous areas and ethnic minority regions. In addition, attention has been paid to listening to the thoughts and aspirations of the people and religious communities; and promptly addressing difficulties and obstacles at the grassroots level.
At the same time, the focus is on building a team of skilled and dedicated officials and civil servants who are committed to serving businesses and the people in all aspects of life. Therefore, mass mobilization work in Quang Tri has consistently been effective, creating a ripple effect and gaining the people's consensus and support for the Party's guidelines, the State's policies and laws, especially those implemented locally.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, stated that the reorganization of commune-level administrative units is causing anxiety among redundant officials and civil servants. Therefore, he requested that the central government promptly develop plans, guidelines, and support for localities. He also called for a swift review of the implementation of policies, resolutions, decisions, and directives on mass mobilization work to issue new policies that are appropriate to the practical requirements of the new situation.
Concluding the working session, Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization Pham Tat Thang highly appreciated the locality's organization and implementation of central directives on mass mobilization work, and its concrete, substantive, and highly effective execution. In particular, the Quang Tri provincial leadership's perspective on mass mobilization work has spread to the grassroots level, garnering strong public support and consensus.
Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization, Pham Tat Thang, expressed his hope that in the coming time, Quang Tri will continue to closely follow central government documents and effectively implement mass mobilization tasks. He emphasized focusing on the successful implementation of socio-economic development tasks and the deployment of projects. He also stressed the importance of mass mobilization work in land clearance for key projects in the province.
