The investment project to build a bypass road through Tan Giang and Thuc Phan wards, phase II, will continue to be implemented from 2021. Previously, phase 1 (2008 - 2014), the project completed about 80% of the clearance volume and handed over the site to the contractor to construct 5.5/7.56 km. After many adjustments, phase II, the project has a total approved investment of 371.84 billion VND, invested by the Department of Construction with a total length of 7.036 km, scale of a grade III mountainous road, 12m wide roadbed, 11m wide road surface. The starting point of the route is Km0+00 at the intersection with National Highway 4 in Tan Giang ward; the end point is Km7+558.18 at the intersection with National Highway 3 in Thuc Phan ward. Particularly, the section from Km 6+589.93 - Km 7+558.18 (from post 61, the end point of urban area No. 7A to the end of the route) at the intersection of Vo Nguyen Giap Street to the end of the route with National Highway 3, the roadbed width is 23m, the road surface width is 15m.
After nearly 3 years of construction (2023 - 2025), the project has carried out a total volume of roadbed excavation and roadbed treatment of 1,221,941m 3 , a total volume of embankment of 63,729m 3 , 5 culverts of various types, and 1 overpass. Currently, contractors are implementing 13 construction projects. The construction value is about 140,569/290,477 billion VND, equivalent to about 48% of the project volume; the capital allocated from the beginning of the project is 217,836 billion VND; 176,997 billion VND has been disbursed, reaching 81.25%. According to the schedule, the project must be completed and put into use by December 31, 2025.
According to the investor's report, the contractor 568 Construction Group Joint Stock Company is implementing 8 construction projects on the assigned route. Although in June 2025, the project was added by the City People's Committee (before the merger) to a dumping point at the beginning of the project route at the entrance to the City's concentrated construction materials production area, however, the storage capacity is not much. Currently, on the first 3.2km of the route, there are still about 300,000m3 of landslides that need to be cleared from the roadbed to construct the next items; the Department of Construction is implementing the dumping procedure to the Chu Trinh Coke Plant area to continue receiving the entire volume of waste rocks and soil of this section. The section from Km3+200 to the end of the route continues to be dumped into Khe Rua landfill. Currently, the entire route still has 2 points of land clearance problems of about 0.408 km/7.036 km that have not been handed over, including the section Km3+812 - Km3+912 in Tan Giang ward and the section Km 7+250 - Km 7+558 in Thuc Phan ward.
For about 30m of the last section of the route intersecting with National Highway 3 from Km 7+250 - Km 7+558 in Thuc Phan ward, the local government is coordinating with the investor to continue carrying out site clearance work to hand over to the contractor to implement the project.
At the project progress inspection meeting in September 2025, Vice Chairman of the Provincial People's Committee Hoang Van Thach requested Tan Giang Ward and Thuc Phan Ward to soon have a plan to completely resolve the site clearance work; the wards need to propose recommendations, report in detail and take responsibility for completely resolving the 2 remaining points in the site clearance to the Provincial People's Committee to promptly report to the Provincial Party Standing Committee on the construction progress. The site clearance work is required to be completed in September 2025 to hand over the site to the construction unit. Construction units need to speed up the construction progress, increase shifts day and night; focus on consolidating the slope and foot of the slope along the route, avoid environmental pollution, and ensure traffic safety. Relevant agencies and units check the construction progress, update full reports once a week; enhance responsibility according to the direction of the Provincial People's Committee; quickly construct and clear the project route on schedule.
To complete the project on schedule, the investor continues to propose and recommend to the Provincial People's Committee to promptly issue a policy to handle families who are still stuck in the land acquisition work; the Ministry of Construction will soon allocate enough capital for the project in 2025. The investor and relevant agencies need to promptly resolve the problems in the land acquisition work, and direct contractors to speed up the construction progress to complete the project soon.
