Regarding the issue of 3-level government and 2-level local government as suggested by the General Secretary, delegate Trieu Thi Ngoc Diem said that the Political Report has many truthful, in-depth and satisfactory assessments of the current 3-level government model and 2-level local government. However, in some places in the document, especially the solution related to 2-level local government, the implementation is still following the "3-level" inertia, the direction of management, decentralization, decentralization, resource allocation and the system of evaluating results are still not really clear, drastic, specific and capable of immediate implementation.

In reality, many new tasks (digital transformation, public services towards "no paperwork - no cash - no office", only online transactions) are decentralized to communes and wards, but the staffing, finance, and digital tools are not commensurate. Therefore, in the specific solutions in the direction section of the Political Report, it is necessary to pay special attention to the closed mechanism of "Tasks - resources - responsibilities" to suit the current practical situation and is also the difference in the specific solutions compared to the previous term. This is also the condition for the grassroots level to truly be the "foundation for creating development space" and the final destination of all policies; oriented towards the locality, close to the people.

Regarding improving the quality of Party members and grassroots Party organizations (Section XIV. Continuing to promote the building and rectification of a clean and strong Party in all aspects; improving the Party's leadership, governing capacity and fighting strength), at the end of page 44, section "Strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members", delegate Trieu Thi Ngoc Diem recommended that special attention should be paid to improving the quality of activities and activities of grassroots Party cells and subordinate Party cells such as hamlet and residential Party cells as well as the qualifications and capacity of Party members and Party cell committees of these Party cells.
