Specifically, the theme of the Congress was rewritten as: "Under the glorious banner of the Party, the entire political system and the people of the whole country will work together to successfully achieve the national development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national development, for peace, independence, democracy, prosperity, civilization, happiness, and steadily advancing towards socialism."
Regarding the issue of the three-tiered government and two-tiered local government as suggested by the General Secretary , delegate Trieu Thi Ngoc Diem stated that the Political Report contains many truthful, insightful, and satisfactory assessments of the current three-tiered government and two-tiered local government model. However, in some parts of the document, especially the solutions related to the two-tiered local government, implementation still follows the inertia of the "three-tiered" model; the direction of governance, decentralization, resource allocation, and the system for evaluating results are not yet truly clear, decisive, specific, and capable of immediate implementation.
Currently, many new tasks (digital transformation, public services moving towards "paperless - cashless - no need to go to the office," only online transactions) are being decentralized to communes and wards, but staffing, finances, and digital tools have not kept pace. Therefore, in the specific solutions section of the Political Report, special attention should be paid to the closed-loop mechanism of "Tasks - Resources - Responsibilities" to suit the current practical situation and to differentiate the specific solutions from the previous term. This is also a condition for the grassroots level to truly be the "foundation for creating development space" and the ultimate destination for all policies; focusing on the local area, being close to the people.
Regarding improving the quality of Party members and grassroots Party organizations (Section XIV. Continuing to promote the building and rectification of a clean, strong, and comprehensive Party; enhancing the leadership, governance, and fighting capacity of the Party), at the end of page 44, section “Strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members,” delegate Trieu Thi Ngoc Diem suggested that special attention should be paid to improving the quality of activities and meetings of grassroots Party branches and subordinate Party branches such as hamlet and neighborhood Party branches, as well as the level and capacity of Party members and Party committees of these branches. This is because these are currently considered the crucial cells of the Party's organizational system.
Delegate Trieu Thi Ngoc Diem argued that if grassroots Party branches, subordinate Party branches, Party members are weak, and Party branch leaders lack capacity and do not meet the necessary conditions, it will greatly affect the prestige, capacity, and position of the Party organization in the hearts of the people. Similarly, in section (4), page 6 in the section evaluating the results of "Building and rectifying the Party and the political system has achieved many very important results, with outstanding and unprecedented breakthroughs," it is also necessary to add an assessment of the current situation regarding the content and quality of activities, the actual capacity of the cadres and Party members, as well as grassroots Party branches and subordinate Party branches in the past period, in order to have solutions to promote effectiveness and improve all-round capacity in the next term.
Regarding the key strategic tasks and breakthroughs (Section XV): “Developing human resources,” delegate Trieu Thi Ngoc Diem suggested that a balance between intellectual and physical capabilities is needed in the wording. The draft only mentions skills, education and training, and social management; it lacks several elements such as: public service ethics, legal culture, health improvement, cultural and spiritual life, community qualities, and discipline for the people; aiming towards the goal of: “Developing Vietnamese people comprehensively in terms of physical, mental, intellectual, and digital culture.”
Delegate Trieu Thi Ngoc Diem highly appreciated the selection and proposal of human resource development tasks within the six key tasks and three strategic breakthroughs. Delegate Trieu Thi Ngoc Diem also suggested that, in the specific solutions of the Political Report and the Action Program, attention should be paid to tasks that are more feasible, direct, and groundbreaking so that human resource development can be implemented immediately after the Congress, preparing a team that is both politically sound and professionally competent to serve the political system and the country's important tasks in the new context, especially ensuring the operation of the new two-tiered local government model and international integration.
Commenting on the Report on the Implementation of the Party Charter, specifically section 2.11, "The Party's Leadership of the Ho Chi Minh Communist Youth Union" (Chapter X), delegate Trieu Thi Ngoc Diem stated: Regarding the limitations, obstacles, and shortcomings, in addition to the assessments presented in the report, Ms. Diem suggested considering and adding the issue of a shortage of "young cadres," who are the key reserve force of the Youth Union and youth organizations. This shortage is due to the reactive approach to changing, adapting, and adjusting regulations to suit practical realities (for example, according to Regulation 80 of the Politburo recently), which requires holding a position for two years before being appointed to a higher position. This has narrowed the pool of candidates, failing to ensure sufficient numbers and broaden the scope for cadre planning and placement, leaving many positions vacant due to lack of time; the early creation of a pool of potential candidates has also not been effectively utilized.
Therefore, in the solution for the Party's leadership of the Ho Chi Minh Communist Youth Union in the next phase to implement the Party Charter in accordance with the new situation, delegate Trieu Thi Ngoc Diem proposed that there should be more "controlled exceptions" for areas lacking resources, for the Youth Union and other youth organizations, by allowing a shortening of the required tenure, considering this only as one criterion, and placing competence, potential, and outstanding qualities as the central criteria for planning, assigning, and deploying young cadres; creating conditions for young cadres to be trained and mature in practice.
