Need to repair the road leading to the resettlement area of ​​Trieu Do commune soon

QTO - For nearly 5 months now, the concrete road in lane 5, An Loi village, Trieu Binh commune has had to "bend" to bear the weight of hundreds of large trucks carrying soil and materials for the construction of the resettlement area (KTDC) of Trieu Do commune (the name KTDC of Trieu Do commune existed before the merger of commune-level administrative boundaries). The degraded concrete road has created potholes, soil has fallen onto the road, and drainage ditches have been blocked, seriously affecting 12 households with about 40 people living near this area.

Dusty sun, muddy rain

The concrete road in alley 5 leading to the Trieu Do commune's resettlement area is about 300m long, 3m wide, has a drainage ditch designed to flow towards the fields and was once considered a beautiful concrete road of An Loi village.

On March 20, 2025, the Chairman of the People's Committee of Trieu Do Commune, Trieu Phong District (old) issued a document announcing the commencement of construction of the resettlement project in Trieu Do Commune (in An Loi Village). This document mentioned the requisition of concrete road No. 5 as a public road to serve the resettlement construction. The construction unit is Kim An Construction, Service and Trading Joint Stock Company.

Accordingly, this construction unit will use alley 5 as the entrance for vehicles transporting soil and materials, and the exit will be alley 4. After receiving the above notice, the people of An Loi village discussed and agreed to let vehicles transporting soil and materials enter and exit on the concrete road at alley 5, instead of entering alley 5 and exiting alley 4 as planned.

From the end of April 2025 until now, Kim An Construction, Service and Trading Joint Stock Company has started to transport soil and construction materials to the resettlement area of ​​Trieu Do commune. According to the management board of An Loi village and local people, most of the vehicles transporting soil and materials to the resettlement area are quite large trucks with a cargo bed of about 20m3.

Meanwhile, the concrete road in alley 5 is only designed for vehicles with a load capacity of less than 2.5 tons. After a period of use as a public road, this concrete road has shown signs of damage, cracks, and subsidence. In addition, when vehicles transport soil to the Trieu Do commune economic zone, soil from the truck bed is scattered onto the roadbed; when it rains, tires with soil from other places also carry a quantity of soil to the concrete road in alley 5, thereby creating a layer of soil covering the road surface that is getting thicker and thicker, and the soil overflows and fills the drainage ditch.

That is why when heavy rain lasts for a long time, causing local flooding of 30-50cm, the slippery road surface makes it very difficult for people to travel. When it is sunny, the road surface is dry, when there are vehicles passing by, dust flies up, covering the residential area.

There needs to be solutions to ensure people's lives.

Households living along the concrete road in lane 5 agreed to let trucks carrying soil and materials into the resettlement area of ​​Trieu Do commune to help the locality complete the resettlement area soon and stabilize people's lives. However, they have to bear the consequences and inconveniences caused by dust, flooding, and slippery mud. This situation is largely due to the construction unit not fulfilling its responsibilities.

"In Trieu Binh commune, there is another unit constructing the resettlement area of ​​Trieu Thuan commune, but the roadbed is weathered and filled with base stone (a type of granular construction material created by crushing natural stones), so the roadbed has good load-bearing capacity and high durability. I observed very carefully and saw that the road leading to the resettlement area of ​​Trieu Thuan commune is not stagnant, flooded, or muddy when it rains, and there is no dust flying in the air when it is sunny. This is contrary to the current situation at alley 5 in our village. When the villagers complained, the construction unit took steps to fix it, but not thoroughly. The soil is still stuck on the road, the drainage ditch has not been cleared, so it is still muddy and waterlogged when it rains, and dusty when it is sunny. We have petitioned the People's Committee of Trieu Binh commune about the incident that the people complained about," said Le Cong Thuong, Head of An Loi village.

To limit dust from flying into their homes, people living along Alley 5 have overcome this by covering their homes with tarps and closing their doors. However, when it rains heavily and the roads are partially flooded, they have to wait for the rain to stop and the water to gradually recede before they can travel. "During the recent heavy rain, Alley 5 was flooded and muddy, so I couldn't ride my motorbike home and had to leave it at a relative's house. I once carried my child on my back through the flooded, muddy road to get to the motorbike parking spot so I could take him to school," said Le Anh Phong, who lives in Alley 5, An Loi village, Trieu Binh commune.

Talking to reporters about the reflection of the people of An Loi village, the Standing Vice Chairman of the People's Committee of Trieu Binh commune, Tran Van Nhuan, said: "Recently, we have grasped the petition of the people in lane 5, An Loi village and have conducted a field inspection. The People's Committee of the commune recommends that the investor and the construction unit soon have a plan to effectively overcome the above situation to ensure people's lives."
