Need to create conditions for small and medium enterprises

With about 97% of Vietnamese enterprises being small and medium-sized, the conditions for their development are still limited. In particular, the issue of access to land and premises for production is considered the biggest problem for small and medium-sized enterprises.

To solve the bottleneck, in addition to the self-efforts of the business community, strong solutions and flexible models are needed to help small and medium enterprises better enjoy support policies from the State.

Struggling to find a location

Domilk Joint Stock Company (Long Thanh Commune) is a company specializing in the production of confectionery products made from Dong Nai 's dairy cows, with the Long Thanh milk confectionery brand. Mr. Vu Nhu Y, Deputy Director of the company, said: The current difficult problem of the company is the standard land for production and business. Specifically, the company wants to build an agricultural processing factory in some areas with raw material areas in the province, but after asking around in many places, they have not been introduced or leased suitable land for production.

According to Mr. Ý, it must be in accordance with the standards but must be suitable for the reality of the enterprise because of its small scale. His enterprise's wish is to build a factory with a scale of less than 5,000 m2, but all the industrial parks and clusters in the province have received head shakes, because in reality, investors in industrial parks often prioritize large corporations, foreign-invested enterprises (FDI) with large rental areas, small enterprises have almost no chance. Meanwhile, if renting a ready-built factory in the central industrial parks, the price is very high, not enough. This in the long run will create a large gap in the competitiveness and development of small enterprises.

According to enterprises, clean land for industrial production is a matter of survival, when many enterprises are forced to move factories out of residential areas, but industrial land is always scarce and expensive. According to enterprises, clean land is not only a place to locate factories but also a place in the production value chain. Without stable land, it is impossible to invest long-term, thereby improving productivity and competitiveness. With the majority of small and medium-sized enterprises, most enterprises in the area find it difficult to meet the strict conditions to access production land in the area, even industrial clusters.

In that context, small businesses and startups often have to rent residential land or small areas, making it difficult to expand, invest systematically and develop long-term. “We always want to grow stronger and have enough conditions to rent production premises in concentrated areas, permitted by the State, but currently we still do not have enough resources. Having to produce outside the concentrated planning area is a last resort. We know that in the long run it will change, but for now we are forced to survive to find future opportunities” - the owner of a mechanical engineering company shared.

Besides supporting enterprises, the State needs to have appropriate financial policies for investors in industrial park and cluster infrastructure so that they can pay attention and give incentives to small and medium enterprises.

Industrial parks must prioritize land for small and medium enterprises.

One good thing is that the Party Central Committee issued Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development (Resolution 68). A series of policies were proposed to remove institutional barriers and promote comprehensive business development. Notably, the resolution requires localities to allocate at least 5% of land funds in industrial parks/clusters for small enterprises, creative startups, and high-tech enterprises. Along with that is a preferential policy of reducing land rent by 30% within 5 years. This is an important opportunity for small enterprises to develop, expand their scale, and increase their competitiveness in the market.

To implement Resolution 68 into practice, it is necessary to promote implementation solutions soon. On May 17, the National Assembly issued Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development. According to Ms. Bui Thu Thuy, Deputy Director of the Department of Private Enterprise and Collective Economic Development ( Ministry of Finance ), the Ministry is seeking comments on the draft decree of the Government guiding the implementation of a number of articles of Resolution No. 198. Accordingly, it is stipulated that each industrial park and cluster shall reserve 20 hectares or 5% of the total land fund for small and medium enterprises, private technology enterprises, and startups. At the same time, the above group of enterprises shall be supported with at least 30% of the rental price, taken from the local budget.

Expecting new policies from the State, Mr. Dang Van Diem, Chairman of Dong Nai Business Federation, said: This is the time when the private economy, especially small and medium enterprises, is highly appreciated. The general policy is in place, what the business community is expecting is that the State will have more positive and stronger impacts from implementing policies at the local level. In particular, solving bottlenecks and facilitating small and medium enterprises to access production land at reasonable costs is very important, deciding the effectiveness of the project to relocate enterprises and production facilities to concentrated industrial parks and clusters that Dong Nai is building.
