Can Tho completes 77% of social housing plan, aiming for 16,900 units by 2030

(Chinhphu.vn) - According to the Department of Construction of Can Tho City, the City has so far completed 77% of the social housing construction plan. Many new projects are being started, and problems regarding the 20% land fund reserved for social housing construction in commercial housing areas are also gradually being resolved.

Removing obstacles and calling for investment in social housing projects

As of October 13, 2025, Can Tho can complete 1,073/1,397 social housing units, reaching about 77% of the target assigned by the Prime Minister in 2025. The City will strive to complete the remaining apartments in the second quarter of 2026. Thus, in the cumulative period of 2021-2025, Can Tho has completed 3,649 social housing units.

To complete the target of 16,900 social housing units, the Department of Construction of Can Tho City proposed that the City People's Committee focus on implementing the following key solutions:

Continue to thoroughly grasp and strictly implement the Central Government's directives and guidelines; review and update urban and industrial planning to ensure land funds for social housing development, including housing for workers and housing for the people's armed forces.

In particular, social housing projects will be located in locations with convenient transportation, connected to industrial centers and ensuring synchronous technical and social infrastructure. At the same time, Can Tho will research and develop diverse types of social housing, suitable for each target group, such as: low-income urban people, workers, students, armed forces. Policies to support the purchase, rental and hire-purchase of social housing will also be reviewed and improved in a way that is suitable for the actual payment capacity of the people.

The city prioritizes calling for investment in developing large-scale concentrated social housing projects and housing projects for the people's armed forces; requires investors of commercial housing projects to promptly complete procedures to start construction of social housing on 20% of the land fund in accordance with regulations; strengthens direction and coordination with credit institutions to create conditions for social housing buyers to access capital sources.

"With the above solutions, Can Tho will complete the social housing target assigned by the Prime Minister by 2030 of 16,900 units," a representative of the Department of Construction of Can Tho City pledged.

Diversifying housing for low-income people

Referring to the difficulties and obstacles in implementing social housing projects, Deputy Director of the Department of Construction of Can Tho City Huynh Van Sau said that the implementation shows that the investment resources for social housing in the city are mainly concentrated in land funds of commercial housing projects for social housing investment. Most investors want to implement social housing investment according to approved planning.

However, currently, the projects are still facing difficulties and obstacles, mainly focusing on reasons such as not being able to implement due to having to review the project implementation process; not being able to implement the project because the implementation period has expired, but not meeting the conditions for project extension; not being allocated land for project investment and construction.

Completed projects include: Nam Long - Hong Phat Social Housing Apartment (187 units, selling price 12 million VND/m²), An Phu Can Tho Social Housing Apartment (100 units, 16.5 million VND/m²), Gia Phuc Social Housing Apartment (490 units, basically completed, 7.5 million VND/m²).

Currently, the Department of Construction is reviewing land funds and removing investment mechanisms. Along with urging the progress of independent projects, Can Tho focuses on reviewing social housing projects located on 20% of the land fund in commercial housing areas, which have not been allocated land after the project implementation period...

To remove difficulties for social housing projects, the Department of Construction of Can Tho City is coordinating with sectors and localities to focus on removing difficulties, speeding up progress, ensuring completion and exceeding the 2025 plan, towards the goal of sustainable development of social housing in the 2026-2030 period.

Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa requested the Department of Construction, Department of Agriculture and Environment, Department of Finance, Department of Industry and Trade and the City Land Fund Development Center to record investors' opinions, remove difficulties for businesses, continue to speed up the progress of social housing construction, and ensure compliance with the plan and progress assigned by the Government.
