Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with leaders of several ministries, functional branches and localities on the development of draft decrees guiding Resolution No. 222/2025/QH15 of the National Assembly on the International Financial Center in Vietnam this afternoon (October 14) at the Government Headquarters.
Reporting at the meeting, Deputy Head of the Government Office Mai Thi Thu Van said that, implementing the National Assembly's Resolution on the International Financial Center in Vietnam, the Prime Minister issued Decision No. 1646/QD-TTg dated August 1, 2025 to establish the Steering Committee on the International Financial Center in Vietnam and the Steering Committee issued an action plan, in which it assigned ministries and branches to develop 8 decrees.

Specifically, the 8 decrees are: Decree regulating the establishment of the International Financial Center in Ho Chi Minh City and Da Nang; Decree guiding financial policies in the International Financial Center in Vietnam; Decree regulating the licensing of the establishment and operation of banks, foreign exchange management, anti-money laundering, anti-terrorism financing, anti-proliferation of weapons of mass destruction financing in the International Financial Center in Vietnam; Decree guiding policies on import and export, distribution of goods and services, trading floors, trading platforms in the International Financial Center; Decree guiding labor, employment and social security in the International Financial Center; Decree guiding policies on land, construction and environment in the International Financial Center; Decree regulating the International Arbitration Center under the International Financial Center and the application of laws and dispute resolution at the International Financial Center; Decree guiding residence and immigration policies in the International Financial Center.

Currently, there are 5 draft Decrees submitted for the Government's consideration; 1 draft Decree has been reviewed by the Ministry of Justice and 2 draft Decrees are in the process of being developed and completed.
After listening to the opinions of leaders of ministries, branches and localities, concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized: These are decrees of great importance and significance in implementing the National Assembly's Resolution on the International Financial Center in Vietnam. The scale of these decrees can also be considered as laws; if they are not done carefully and with poor quality, they will not meet requirements, will give rise to consequences and problems, and will not create outstanding and breakthrough mechanisms. Therefore, the requirement for the drafting of these Decrees is to ensure the best quality, meeting the set goals and requirements.
Deputy Prime Minister Nguyen Hoa Binh stated that the draft Decrees are under the responsibility of each ministry or sector, and that ministry or sector is responsible for receiving comments and contributions for supplementation and completion. Once the draft Decrees have been supplemented and completed by the drafting agency, they must be carefully appraised in accordance with the correct procedures and regulations.
Emphasizing that Ho Chi Minh City and Da Nang are the two localities directly implementing, Deputy Prime Minister Nguyen Hoa Binh requested the two cities to review and carefully read the contents of the draft Decrees to participate and contribute opinions; emphasizing: "As those directly implementing and enforcing, you must study carefully; you must see what is good, what is not good; what is still stuck; what is open, what is not open... to participate and contribute opinions".
Deputy Prime Minister Nguyen Hoa Binh said that after the draft Decrees are completed by ministries and branches, the Government will hold a thematic meeting to give opinions on these drafts./.
