Rectifying the situation of parking vehicles under bridges

(Chinhphu.vn) - The Ministry of Construction has just sent a report to the Prime Minister on the results of the review of vehicle parking under bridges and roads nationwide after the serious fire under Vinh Tuy Bridge (Hanoi).

According to the Ministry of Construction , implementing the Prime Minister's direction in Official Dispatch No. 157/CD-TTg dated September 4, 2025, localities have inspected and reviewed the situation of vehicle parking in areas under bridges and roads. The results show that most provinces and cities no longer organize vehicle parking in these areas.

No more parking under the bridge

Only a few localities such as Hanoi , Ho Chi Minh City, Phu Tho, and Thai Nguyen once allowed temporary parking under bridges, but now all have plans to relocate.

In Hanoi alone, parking lots under bridges have been moved out of the protected area of ​​traffic infrastructure and fences have been installed to prevent re-encroachment.

The Ministry of Construction said that investment in building parking lots according to planning in localities is still very limited, especially in large cities - where the number of personal vehicles is increasing rapidly but the land fund for static traffic has not met the requirements. This is the main cause of traffic congestion, the formation of many temporary parking lots, spontaneous parking lots, posing potential risks of insecurity, fire and explosion and affecting urban civilization.

In addition, management, inspection and examination work in some places is not thorough, allowing encroachment and illegal use of under-bridge areas to occur.

Need to rectify the situation of parking vehicles under bridges

To thoroughly overcome the situation of parking under bridges, the Ministry of Construction recommends that the Prime Minister direct localities to: Urgently review, adjust and supplement parking lot planning, prioritizing investment in densely populated areas, industrial parks and large urban areas.

Apply digital transformation in parking lot management, deploy non-stop toll collection, contribute to transparency and improve the efficiency of urban traffic management. Review the licensing and exploitation of parking lots, including temporary use of roads and sidewalks; strengthen inspection of fire prevention and fighting. Rectify the grassroots level, especially wards and communes, to prevent spontaneous and illegal parking lots. Strengthen patrols and controls, promptly detect and strictly handle acts of encroachment and illegal construction within the protection area of ​​road infrastructure.

The Ministry of Construction emphasized that protecting traffic infrastructure not only ensures construction safety but also contributes to maintaining urban order and civilization.

Previously, at around 1:00 p.m. on August 30, 2025, a large fire broke out at the parking lot under Vinh Tuy Bridge (Hong Ha Ward, Hanoi), burning more than 500 motorbikes and threatening to affect the structure of the bridge.

Immediately after the incident, Deputy Prime Minister Tran Hong Ha signed and issued Official Dispatch No. 157/CD-TTg, requesting to rectify all activities of vehicle parking under bridges and roads, strictly handle violations and hold leaders responsible if similar situations recur.
