6,800 billion project connecting 3 coastal provinces of the Mekong Delta

(Chinhphu.vn) - On October 14, the People's Committee of Can Tho City worked with the Asian Development Bank (ADB) on the project "Construction of roads to improve connectivity in the Southeast region of Soc Trang province and connect with Bac Lieu and Tra Vinh provinces", now Can Tho city, Ca Mau province and Vinh Long province.

The main objective of the project is to develop the coastal transport network, facilitate the development of agriculture, forestry, fisheries, tourism , ensure national security and defense, contribute to poverty reduction and improve capacity to respond to climate change.

The project was approved under Decision No. 975/QD-TTg dated May 20, 2025 of the Prime Minister on approving the project proposal "Construction of roads to improve connectivity in the Southeast region of Soc Trang province and connect with Bac Lieu and Tra Vinh provinces" now Can Tho city, Ca Mau province and Vinh Long province. The project has a total investment of VND 6,822,865 billion; of which, ADB's ODA loan is VND 4,516,879 billion, counterpart capital is VND 2,305,986 billion; expected implementation period is from 2025 to 2030.

The project consists of two main routes. Provincial Road 935C, about 39 km long, from Dai Ngai commune (intersection with National Highway 60 according to the planning) to the border of Ca Mau province at Lai Hoa commune. The route is invested according to the scale of a level III plain road, cross-section of 9 m, including two units 37 m apart, with a planned construction of 61 bridges. The coastal road connecting Tra Vinh - Bac Lieu , about 31.4 km long, scale of a level III plain road, cross-section of 12 m, with a planned construction of 9 bridges.

The routes pass through the communes and wards of Vinh Chau town, Long Phu, Tran De, My Xuyen districts and Cu Lao Dung (former Soc Trang province). Some location information is being reviewed and updated by the Project Management Board to ensure accuracy in the pre-feasibility study report.

Currently, the Project Management Board is organizing the selection of a consulting contractor to conduct the survey and prepare a pre-feasibility study report; it is expected that in October 2025, the contractor selection results will be approved and a contract signed to implement the work. At the end of 2025, the City People's Committee will submit the pre-feasibility study report to the People's Council for approval.

According to the plan, the project will complete the feasibility report, environmental impact assessment, loan agreement and site clearance in 2026. Construction is expected to start in 2027 and continue in the period 2027 - 2029. By 2030, the project will be completed, handed over and finalized.

Mr. Nguyen Van Hoa, Vice Chairman of Can Tho City People's Committee, said that the project creates conditions for economic development, promotes local potential advantages, prevents saltwater intrusion, high tides, and facilitates the development of agriculture, forestry, tourism, and wind power industry. In addition, it creates a traffic axis connecting economic regions to meet the needs of travel and freight transport, promote production and business activities, and improve the lives of people in rural areas. The locality is determined to urgently implement the necessary procedures to promote the project and sign loan agreements.

Mr. Hw Anhee Kim, Transport Expert, Transport Department for South Asia and Southeast Asia, Head of ADB Delegation affirmed: "We will try to coordinate with the locality so that the project can be implemented soon. During the project preparation process, ADB experts will provide technical support and develop standards to effectively implement the project and serve the following projects."
