Returning to Bao Dap, Tran Yen commune in early May 2026, the sweltering weather intensified the pungent odor, and flies and gnats remained abundant. The first rains of the season increased the water flow through the landfill, carrying impurities down to the Diu rice fields, in Thai Binh hamlet, Yen Hung village, Mau A commune, where the rice was ripening. Hundreds of tons of garbage piled up, seemingly ready to be washed into the fields.

Mr. Nguyen Van H, a resident of Thai Binh hamlet, complained while visiting his rice fields: "The smell of garbage is terrible; even with a mask on, I can't stand it. I don't know how my family will harvest the rice in a few days when it ripens and the sun is strong."

In households, flies land on all surfaces, posing a high risk of unsanitary conditions and carrying germs, causing people to feel unsafe even in their own homes...

It is known that previously, in April 2023, the leaders of Yen Bai province held a working session with the leaders of Tran Yen district, conducted a field inspection at the Bao Dap landfill, and concluded: "The Provincial People's Committee agrees in principle to invest in the construction of a waste incineration plant in Bao Dap commune; the province will soon assign relevant departments to develop the project and implement the procedures according to regulations." Subsequently, the Tran Yen - Van Yen solid waste incineration plant project was studied by relevant departments and submitted to the competent authority, with the goal of processing all the waste from the center of Tran Yen district and a part of Van Yen district (formerly Yen Bai province).

Dumping garbage into the stream exacerbates the pollution problem.

Due to various factors, the implementation of the Tran Yen - Van Yen municipal solid waste incineration plant project has been affected.
Comrade Tran Quang Vinh – Chairman of the People's Committee of Tran Yen commune, said: According to the new plan, the waste incineration plant project in Bao Dap has been renamed: Tran Yen Waste Incineration Plant Project, with a construction scale of 10 hectares (the old project was 5.3 hectares), processing waste from Tran Yen commune only, not including part of the former Van Yen district. Currently, the People's Committee of Tran Yen commune is coordinating with relevant departments to soon implement the project.

Hopefully, the Tran Yen waste incineration project will be implemented soon, ending the pollution of the Diu field and the surrounding residential area. In the meantime, until the project is implemented, we request that the waste collection unit dig a pit for burying waste, ending the practice of dumping waste towards the Diu field; in particular, do not dump waste into the stream bed, causing water pollution.
