Industry develops in both breadth and depth

At the seminar, Dr. Nguyen Van Hoi, Director of the Institute for Industry and Trade Policy and Strategy ( Ministry of Industry and Trade ) shared that the most important achievement in the past 10 years is to bring the industry to a new height, developing in both breadth and depth with a relatively fast growth rate of 8-9%/year. All industries and industrial products have made important contributions to the economy. Industry has truly become the pillar of the economy, with the largest contribution to the national budget and GDP.

“More importantly, industry has basically met the development of the domestic market, contributing to the total retail sales of goods and services in the country; creating fair competition with goods from other countries in the domestic market. Industry also makes an important contribution to exports when 85% of the items are exported from the industrial sector,” said the leader of the Institute for Strategic Research on Industry and Trade Policy.

Dr. Nguyen Van Hoi also said that the industry during the past period has been restructured in the right direction according to Vietnam's FTA negotiations with its partners. Making the most of international opportunities and commitments, promoting the export of goods; thereby making an important contribution to the economy .

From an expert perspective, Dr. Nguyen Minh Phong, an economic expert, believes that restructuring the industry and trade sector is restructuring the economy. It is clear that in recent times, along with the implementation of Decision No. 2146/QD-TTg in 2014 approving the Project on Restructuring the Industry and Trade Sector to Serve the Cause of Industrialization, Modernization and Sustainable Development for the Period up to 2020, with a Vision to 2030 issued by the Prime Minister , the Industry and Trade Sector has truly accompanied the country throughout the process of innovation, as well as in the process of restructuring, or in other words, restructuring the economy.

“The Industry and Trade sector has achieved many successes, reflected in both production and trade. In production, the development of the sector is clearly reflected in the increase in growth rate and the improvement in the position, status, contribution and importance of the Industry and Trade sector in the economy,” Dr. Nguyen Minh Phong assessed.

Need to build domestic "leading crane" enterprises

According to experts, although the export figure is relatively large, there are still potential risks because the export items include many items from FDI enterprises; the added value or participation in Vietnam's export supply chain is relatively low, especially in terms of technology; FDI enterprises when entering Vietnam commit and support investment activities but the rate is extremely low...

Experts say that it is time to look at the actual figures of export turnover and added value in export turnover, therefore, it is necessary to focus on high-value Vietnamese products, such as: processed industrial products, products in which Vietnam has advantages...  

Presenting solutions to restructure the industry and trade sector in the coming time, Dr. To Hoai Nam, Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises, said that restructuring must be understood as one of many ways to achieve the goal of industrialization and modernization of the country. The role of “leading crane” enterprises in the restructuring process is very important.

Dr. To Hoai Nam emphasized that in recent years, many "leading" enterprises have emerged in the automobile, seafood, textile and garment industries, mainly in the private sector, thanks to the resolution on private economic development. "I believe that in the near future, if we maintain this, more leading enterprises will appear," said Dr. To Hoai Nam.

However, Dr. To Hoai Nam said that restructuring an industry in general and each individual enterprise in particular cannot be done by the Industry and Trade sector alone, but must be done synchronously.

Accordingly, the thinking of business development and the thinking of industry development must be flexible. In addition, science and technology have made many progressive changes but have not really met the advanced requirements for the content of science and technology to occupy a certain proportion in the restructuring process.

On the other hand, businesses are concerned that access to capital and production space is still facing numerous difficulties, making it impossible for us to focus on restructuring. “If we can overcome the difficulties, it will be a necessary condition for us to carry out restructuring,” the Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises affirmed.

Agreeing with Dr. To Hoai Nam, Dr. Nguyen Van Hoi also emphasized the view that in the development process, it is necessary to rely on the private economy, to form a "leading crane" on its own, and to rely on the "leading crane" FDI is not feasible. This needs to be clearly recognized to see that in the restructuring process, it is necessary to build domestic private enterprises that are truly "leading cranes" that grasp science and technology to lead the country.

According to Dr. Nguyen Minh Phong, the restructuring process also needs to be viewed in a synchronous overall perspective, while simultaneously demonstrating focus, key points, and specificity, and must be linked to the practicality and effectiveness of sustainable development.

“In addition, development requires synchronization and comprehensiveness in policy structure, including industrial policy, economic policy, financial policy, monetary policy, science and technology policy, market policy, human resources, and infrastructure policy. All must be based on reality, including breadth and depth, and closely following reality as well as taking efficiency as a measure and goal to create sustainability in the restructuring process, avoiding risks,” Dr. Nguyen Minh Phong added.

On the side of the Institute for Research on Industry and Trade Policy Strategy, Dr. Nguyen Van Hoi emphasized that the most important thing in the coming time is to complete the legal framework. First, the Law on Industrial Development must be soon developed and promulgated; in which attention must be paid to the subjects, including small and medium enterprises. The 2005 Commercial Law also needs to be studied, replaced and supplemented because the context of trade development has changed a lot.

Besides, it is necessary to have specific strategies for specific industries, while at the same time being consistent with the overall economy to implement specific policy mechanisms and support...
