Mr. Giang Chu Di said: “Being voted as a prestigious person, I am even more aware that I must be a role model. When people see good deeds and the right way of doing things, they will follow me. From 2021 to now, I and the village's mediation team have participated in mediating over 100 cases related to land disputes, family marriage and other issues, with over 80% of the cases being successful.”
Imbued with Uncle Ho's teaching "Do everything that is beneficial to the people, avoid everything that is harmful to the people", Mr. Giang Chu Di coordinated with the Party Committee, cadres, and party members to mobilize people to contribute labor and money to build a cultural house as a place for community activities; install a loudspeaker system to improve the effectiveness of propaganda work. He always took the lead in participating in patriotic emulation movements, actively working in production, and reducing poverty.
Mr. Giang Da Chu, a prestigious person in Nam Ngam B village, Pu Nhi commune, is highly respected by the villagers. Over the years, not only has he set an example in preserving the national cultural identity and developing the family economy , but he has also joined the commune police force to go to each house to propagate and educate about the guidelines, policies and laws of the Party and the State. "Sometimes when the cadres speak, the villagers do not listen, but when prestigious people come to talk, the villagers' awareness changes. In recent years, there have been no social evils in the area, and people's lives have improved day by day," Mr. Chu shared.
Affirming the influence of prestigious people in the locality, Mr. Lo Van Thinh, Chairman of Pu Nhi Commune People's Committee said: Prestigious people are truly the support at the grassroots level in the process of building and developing the economy, culture and society. Thanks to the great role of prestigious people in propaganda and mobilization work, saying goes hand in hand with doing, Pu Nhi Commune has achieved many results in building new rural areas, the poverty rate has decreased to 52%, and many households are taking care of economic development.
Over 80% of the population in our province are ethnic minorities, each ethnic group has a different cultural identity. Party committees, authorities, the Fatherland Front and organizations at all levels have promoted the role of prestigious people in villages, hamlets and residential areas to effectively carry out propaganda and mobilize the people. This is the "extended arm" of Party committees and authorities at the grassroots level in propagating and mobilizing people to carry out emulation movements, preserve and promote the cultural identity and fine traditional customs of the nation; gradually abandon backward customs. Thanks to that, in the period of 2018 - 2022, the whole province has over 171,800 households recognized as "Cultural Families"; 2,109 villages, hamlets and residential groups are recognized as cultural villages, hamlets and residential groups.
Implementing the Government 's national target programs, prestigious people are always pioneers in propagating and mobilizing ethnic minorities to participate in implementation. Prestigious people are always exemplary in production, applying good practices to exploit and promote local potential and strengths.
In the field of ensuring security and order, prestigious people have mobilized over 25,500 households to sign a commitment to strictly comply with regulations on illegal entry and exit across the border; provided 232 reports of illegal entry and exit and effectively implemented the movement of "Twinning residential clusters on both sides of the border" with 9 pairs of residential clusters. At the grassroots level, prestigious people play a key role in building crime prevention models; providing important information to help authorities promptly detect, prevent and effectively combat all types of crimes. Currently, the whole province has 1,658 residential areas implementing crime prevention and control with 182 crime reporting mailboxes. The situation of illegal immigration and migration has gradually decreased every year, many land and property disputes have been successfully mediated at the grassroots level.
Assessing the role of prestigious people, Mr. Lo Xuan Nam, Deputy Head of the Provincial Ethnic Minorities Committee, said: In the period of 2018 - 2022, Dien Bien province selected and recognized 6,859 prestigious people; in 2022 alone, there were 1,246 prestigious people. The team of prestigious people can be considered "extended arms of the Party and the government", an important force in mobilizing people of all ethnic groups to implement the policies, guidelines, and laws of the Party and the State. To promote the role of prestigious people, every year the province directs functional branches to guide localities in selecting prestigious people. Prestigious people are visited, supported materially, encouraged spiritually, trained, fostered in knowledge or organized to go on study tours to learn about socio-economic development experiences; disseminate the Party's policies, the State's laws and policies, the socio-economic development situation and ensure national defense and security of the locality.
