On July 31, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired the meeting of the Steering Committee of the Hanoi Party Committee on Anti-Corruption, Wastefulness and Negativity to evaluate the results of activities in the first 6 months of the year and key tasks for the last 6 months of 2025.
Finished monitoring and directing 20/24 cases and incidents
In the first 6 months of 2025, the City Party Committee's Steering Committee has led and directed the serious implementation of the Party's guidelines and policies, the State's laws, policies and mechanisms according to the conclusions and directions of the General Secretary , Head of the Central Steering Committee at the Central Steering Committee meetings and the Standing Committee meetings of the Central Steering Committee.
The Steering Committee issued and advised the Standing Committee of the City Party Committee to issue 19 documents to organize implementation; advised on summarizing Program No. 10-CTr/TU dated March 17, 2021 of the City Party Committee on "Improving the effectiveness of anti-corruption work, practicing thrift, and combating waste in the period 2021 - 2025"; inspected 7 Party committees and organizations on the leadership and direction of the implementation of the plan of the Standing Committee of the City Party Committee.
The Standing Committee of the City Party Committee and the Steering Committee of the City Party Committee have directed to strengthen management, tighten discipline, order, resolutely clarify and strictly handle Party organizations and Party members with shortcomings and violations.
Implementing the conclusions of the Secretary of the City Party Committee and Head of the Steering Committee at the sessions and meetings, the Standing Committee of the Steering Committee directed the agencies conducting the proceedings to remove difficulties; speed up the progress of handling and resolving corruption and negative cases; cases and incidents according to the conclusions and recommendations of the working groups and inspection groups of the Central Steering Committee.
In the first 6 months of the year, Party committees at all levels inspected 296 Party organizations and 284 Party members; and supervised 162 Party organizations and 148 Party members.
Inspection committees at all levels have inspected 15 party organizations and 53 party members when there were signs of violations; they have completed the inspection and concluded that 12 party organizations and 42 party members had violations.
The Standing Committee of the City Party Committee disciplined 1 party member by expelling him. The Inspection Committee of the City Party Committee decided to review the responsibilities and discipline 2 party organizations and 11 party members; and suspended 2 cases related to the incident and the case. The Party Committee and the Inspection Committee of the Party Committee directly under the City Party Committee disciplined 1 party organization and 214 party members.
Regarding 24 cases and incidents under the supervision and direction of the City Party Committee's Steering Committee (from December 15, 2024), in the first 6 months of the year, the supervision and direction of 19 cases and incidents have been completed; the Party Committees of the city's prosecution agencies have been assigned to directly supervise and direct 1 case. The Steering Committee has decided to add 1 additional case to the supervision and direction list. Currently, the Steering Committee is supervising and directing 5 cases.
The Steering Committee has advised and directed the review and handling of projects that are behind schedule, have long backlogs, are ineffective, have difficulties, problems, and risks of loss and waste; reviewed and handled projects, real estate, and public assets when arranging and streamlining the apparatus and administrative units; reviewed the organization and implementation of waste prevention and control in the management and implementation of public investment projects, and the management and use of land and state assets.

Preventing corruption, waste and negativity in new commune-level activities
Speaking at the meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, Head of the Steering Committee, requested the members of the Steering Committee to strengthen leadership and direction of local Party committees, authorities, and functional agencies to effectively implement the work of preventing and combating corruption, waste, and negativity in order to create stronger changes in preventing and combating corruption, waste, and negativity in the entire city.
The Head of the Steering Committee requested to strengthen inspection, supervision, and auditing; control power; prevent and combat corruption, waste, and negativity in the organization and operation of the new commune level, not allowing corruption, waste, negativity, harassment, and inconvenience in handling the work of people and businesses; correct the mindset of waiting, relying, pushing, and delaying the settlement of work.
The Head of the Steering Committee also requested to focus on a number of key tasks, first of all directing the comprehensive implementation of tasks to prevent and combat corruption, waste, and negativity, contributing to the successful organization of party congresses at all levels and the 18th City Party Congress; strengthening the work of preventing and combating corruption, waste, and negativity in sync with the operation of two-level local governments, contributing to building a truly honest, close-to-the-people, efficient, effective, and effective grassroots government apparatus.
Continue to review and appraise proposals for projects that are behind schedule, have backlogs, are prolonged, have low efficiency, and have a risk of causing loss and waste, and include them in the list of projects that the Steering Committee monitors and directs. At the same time, strengthen inspection, supervision, and examination of the management and use of public offices and assets after the rearrangement; have a plan to handle redundant public offices and projects that are being implemented and must be stopped due to the rearrangement of administrative units, ensuring the right purpose, efficiency, and avoiding waste.
Comrade Bui Thi Minh Hoai directed, focused on inspecting, investigating, and handling serious, complicated corruption, waste, and negative cases and incidents that are of public concern, especially cases and incidents related to Party congress personnel at all levels; cases and incidents according to recommendations and conclusions of inspection teams and working groups of the Central Steering Committee.
