According to a report by the Ethnic Affairs Committee of Cao Bang province, with investment and support from the National Target Program 1719 and the effective integration of funds from other programs and projects, the poverty reduction rate among ethnic minorities in the province has exceeded the set target. In 2024, the province set a target of reducing the number of poor ethnic minority households by over 3%, and it is expected to reach 4% by the end of the year.
Prior to the implementation of the National Target Program 1719, in 2020, the province actively disbursed funds from Program 135. This resulted in the implementation of 189 projects supporting production development and livelihood diversification; including support for 29,908 kg of food crop seeds; 679 buffaloes and cattle of various types; 783 pigs and goats; 291,385 poultry; 305,114 fruit trees; 82,000 forestry trees; 194,000 perennial industrial crops; 109 livestock pens; 229 pieces of machinery; and 19.49 tons of fertilizer for beneficiaries.
From 2022 to the present, poverty reduction efforts in Cao Bang province have made a strong breakthrough, driven by national target programs, especially National Target Program 1719. Essential infrastructure, particularly rural transportation infrastructure, has been invested in and gradually improved, creating a foundation for Cao Bang province to focus on supporting ethnic minority communities in exploiting their potential and strengths to develop production.
One of the province's strengths is the development of forestry-based economy . To develop the economy under the forest canopy while ensuring sustainable forest protection in ethnic minority areas, using funds from the National Target Program 1719, the province has implemented contracts and provided financial support for the protection of 237,067.55 hectares of forest; simultaneously, it has implemented 461 projects supporting production development with a total of 21,304 households participating.
With the impetus from the National Target Program 1719, effectively integrated with other programs and projects, Cao Bang province continues to pursue the goal of multidimensional poverty reduction in ethnic minority areas; at the same time, it continues to invest in and support particularly difficult areas in the province's ethnic minority and mountainous regions to improve infrastructure, creating a foundation to promote production development. By 2025, the province strives to reduce the poverty rate by 4% or more; of which the poverty rate in poor districts will decrease by 5% or more, and the poverty rate among ethnic minorities will decrease by 4% or more.
