Hai Yen is one of the communes assessed to have done well in poverty reduction in Cao Loc district. By the end of 2024, the whole commune will have only 4 poor households (accounting for 0.82%), the lowest among 22 communes and towns in the district.
Mr. Luong Van Mao, Chairman of Hai Yen Commune People's Committee, said: In order to effectively implement the national target program on sustainable poverty reduction, every year, the Commune Party Committee issues a specialized resolution on poverty reduction; the Commune People's Committee issues a plan to organize implementation, develop a plan to support poor households; and effectively implement social security work to ensure full, timely and appropriate beneficiaries. From 2022 to present, from State capital sources, the commune government has integrated the implementation of 6 projects to support about 150 households with fertilizers, seedlings, techniques for caring for Bao Lam persimmon trees, star anise trees and planting macadamia trees... Currently, in the commune, there are no more policy households or meritorious people's families that are poor households. With those efforts, in April 2025, Hai Yen commune was honored to receive a certificate of merit from the Chairman of the Provincial People's Committee for its outstanding achievements in the emulation movement "For the poor - No one is left behind" in the period 2021-2025.
Like Hai Yen commune, in recent times, Thach Dan commune has actively implemented projects to support people in developing production. From 2022 to present, the People's Committee of the commune has supported 5 projects with the participation of nearly 100 poor, near-poor and newly escaped-poverty households. The projects focus on supporting people with breeding animals such as chickens, buffaloes, cows and seedlings, fertilizers for anise care. Thereby contributing to increasing income and reducing poverty in the area. By the end of 2024, the rate of poor households in the whole commune will be 4.8%, down 22.4% compared to 2019.
According to Decision No. 2279/QD-UBND dated December 20, 2024 of the Provincial People's Committee Chairman on approving the results of reviewing poor and near-poor households in 2024 in Lang Son province, Cao Loc is one of the two districts with the lowest poverty rate (2.26%). |
Mr. Nguyen Van Vuong, Ban Rooc village, Thach Dan commune said: My family has 2,000 star anise trees, but in the past, due to lack of experience and not knowing how to apply scientific and technological advances in production, the productivity was low. In 2023, the family was supported with over 850 kg of organic fertilizer to care for star anise, and at the same time participated in training courses on applying scientific and technological advances in production. Thanks to regular care and fertilization, the star anise forest has grown well. In 2024, the family harvested nearly 3 tons of star anise, bringing in an income of nearly 100 million VND. The family has now escaped poverty.
According to statistics, from 2022 to present, Cao Loc District People's Committee has implemented 50 projects to support community production development and 6 projects to develop production according to value chains for over 1,000 poor households, near-poor households, and newly escaped poverty households with a total budget of more than 30 billion VND from the state budget. Households are supported with plants, breeds, fertilizers and cultivation and livestock techniques: commercial buffaloes and cows; pig farming; models of planting and caring for chestnut trees, macadamia trees, black canarium trees; models of planting and caring for Bao Lam persimmons; organic care of star anise...
Production development support models have been deployed in communes and villages with special difficulties, with the active participation of the people, bringing practical results, promoting the growth and socio-economic development of the district. The implementation of support projects has contributed to creating jobs, increasing income from 10 to 60 million VND/year for each poor household, thereby contributing to reducing the poverty rate in the district. In 2023, the total number of poor households in the district was 1,082, accounting for 5.27%. In 2024, the whole district will have 465 poor households, accounting for 2.26% (a decrease of 3.01%, equivalent to a decrease of 617 households compared to 2023), achieving the target set by the District Party Committee (a decrease of 3% or more/year). The district's average income per capita in 2024 will reach 43.33 million VND/person, an increase of 4.64 million VND compared to 2023.
Mr. Dong Minh Quy, Deputy Head of the Department of Agriculture and Environment of Cao Loc district, said: To achieve the above results, in recent years, the department has focused on advising the district People's Committee to direct the People's Committees of communes and towns to fully and promptly implement programs, projects and policies to support poor households and people of ethnic minorities in the area. In the coming time, the department will continue to advise the district People's Committee to effectively implement poverty reduction policies; organize the assessment of the results of the review of poor households and near-poor households to ensure quality, accurately reflecting the local situation; have appropriate support solutions to the needs of poor households and near-poor households, contributing to increasing the effectiveness of support policies. In addition, the department has increased propaganda about the Party and State's poverty reduction policies and guidelines to the people, thereby arousing and promoting the spirit of effort and self-reliance to escape poverty of the people.
By implementing synchronous poverty reduction solutions, focusing on allocating and integrating capital sources to support people in developing production, this is the "leverage" to help poor households rise up. From there, people will have more income, sustainably reduce poverty, and build new rural areas.
