Dau Giay - Phan Thiet Expressway at risk of having no maintenance or rescue unit

At the meeting with Vietnam Expressway Engineering Services Joint Stock Company (VECE) on April 19, Thang Long Project Management Board (investor, under the Ministry of Transport ), said that it had sent a written report to the competent authority on the source of funding to pay this unit. However, up to now, there has been no response, so the investor has no basis to pay VECE for the operation and maintenance costs of the Phan Thiet - Dau Giay Expressway.

Currently, the management, operation and maintenance of the Phan Thiet - Dau Giay Expressway is carried out by VECE during its temporary operation period. This is a component project of the project to build some expressway sections on the North - South Eastern route in the period of 2017 - 2020.

VECE said it has carried out the management, operation and maintenance of the expressway, ensuring safety in accordance with the content of the principle contract signed from April 29, 2023. After nearly a year of operation, the cost of operation and maintenance... of the Dau Giay - Phan Thiet expressway is more than 10 billion VND. The route has served more than 5.3 million cars, an average of 17,000 trips per day. During holidays and Tet, the number of cars increases, reaching 37,600 trips per day. This unit has handled nearly 1,000 incidents on the route with nearly 100 traffic accidents, 9 fires in the expressway safety corridor; rescued nearly 400 damaged vehicles and handled 500 cases of vehicles not allowed to enter the expressway.

According to VECE, the source of funding has not yet been determined, so the unit is having difficulty ensuring salaries and insurance policies for workers on the route. In addition, there are electricity bills for lighting, machinery, equipment, etc. If this problem is not resolved quickly, the company will not have enough funding to maintain it. The unit requested the investor to pay the part of the cost that has been implemented because there are no more financial resources to maintain it.

After the meeting, the two sides agreed that the Thang Long Project Management Board will report to the Ministry of Transport on the funding source to pay VECE before April 25. In case by April 28, the Thang Long Project Management Board and the Ministry of Transport have not determined the funding source to pay VECE, VECE will consider temporarily suspending the management, operation and maintenance of the Phan Thiet - Dau Giay expressway during this period.

Phan Thiet - Dau Giay Expressway officially opened to traffic on April 29, 2023, shortening the distance from Ho Chi Minh City, Dong Nai to Binh Thuan and vice versa. The total length of the route is 99 km, of which the section through Dong Nai is 51.5 km, the section through Binh Thuan is 47.5 km.
