The Decision clearly states that the ordering of a number of newspaper and magazine publications for ethnic minority and mountainous areas, and areas with special difficulties shall be carried out according to the provisions of Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister "Approving the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; Phase I: from 2021 to 2025".
Accordingly, newspapers and magazines must meet the following four conditions: Have an operating license in accordance with press laws and regulations, and have a purpose to serve the right beneficiaries;
Have sufficient financial capacity, facilities, equipment, machinery, technical level, technology, management level and workforce to meet order requirements;
Have at least 03 years of experience in publishing specialized pages and publications on ethnic minority mountainous areas and particularly difficult areas;
There are technical economic norms and unit prices, public service prices issued by competent authorities.
The funding source for implementation comes from the state budget allocated in the estimate of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030; Phase I: from 2021 to 2025 of the Ethnic Committee according to the law on the state budget.
The Decision also clearly states that the Ethnic Committee shall preside over and coordinate with relevant ministries, branches and agencies to: Organize the ordering of a number of newspaper and magazine publications for ethnic minority and mountainous areas, and areas with special difficulties, in accordance with the provisions of law on assigning tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources; the law on prices and relevant legal provisions.
At the same time, provide newspapers and magazines in a timely manner and to the right target audience according to regulations on providing public postal services and public services in press distribution activities.
