Taking care of families with meritorious services

Over the past years, Quang Ninh has been one of the leading localities in the country in the work of gratitude, caring for the lives of people with meritorious services and families with preferential policies. Not only fully implementing central policies, Quang Ninh province has also proactively built and issued many specific mechanisms and implemented them consistently and extensively from the provincial to grassroots levels.

Pay special attention to the meritorious

According to the report of the Department of Meritorious People (Department of Home Affairs), currently the whole province has over 48,000 people who are beneficiaries of the revolution and relatives of martyrs who are enjoying preferential policies according to regulations. Of these, there are over 8,300 people who have directly contributed to the revolution such as veteran cadres, heroic Vietnamese mothers, war invalids, sick soldiers, people infected with toxic chemicals... Currently, Quang Ninh province pays over 12,000 regular allowances each month, contributing to ensuring a stable life for policy beneficiaries.

In addition to fully implementing the central government's policies, the province has also proactively issued Resolution 23/2023/NQ-HDND and Resolution 46/2024/NQ-HDND, expanding support beyond the state's regulations for war invalids and people with meritorious services, such as: Increasing gift levels, nursing support, costs of visiting relics, health insurance for relatives... On the occasion of Lunar New Year 2025, the whole province awarded 45,280 gifts with a total cost of over 51.7 billion VND, the highest level ever.

In particular, the housing support program continues to be implemented strongly. After completing more than 12,000 houses in the 2013-2021 period, from 2023 to now, the province has supported hundreds of households to build houses. In 2025 alone, the province has approved a list of 306 households (122 new construction households, 184 repair households), striving to complete before July 27 as required in Official Dispatch No. 102/CD-TTg of the Prime Minister . Mr. Pham Cam (a resistance activist with a medal), Gieng Sen village, Quang Yen ward, shared: "When the locality considered supporting me to build a new house under the policy for people with meritorious services, I was very happy. Thanks to the attention of the State and local authorities, I now have a spacious and solid house. Not only do I have a decent place to live, but my spirit is also more excited. I am grateful to the Party, the State and the local authorities for not forgetting old soldiers like me. This policy is truly meaningful, not only helping me but also helping many of my former comrades have a peaceful old age".

Along with that, the province reviewed and resolved all pending requests for confirmation of war veterans to the right subjects and not to miss any; strengthened the search and collection of remains of martyrs who died in the war and were still lost. All levels and sectors in the province also attached importance to inspection and examination work, promptly detected and corrected errors, prevented and strictly handled violations in the implementation of laws and policies for people with revolutionary contributions; promoted the role of leaders of Party committees and authorities at all levels in directing the review, guidance and implementation of policies for people with revolutionary contributions, ensuring completeness, timeliness and correctness; at the same time, implemented policies for people participating in the resistance war, defending the Fatherland and performing international duties...

At the same time, the province maintains nursing activities for meritorious people at the Provincial Nursing Center for Meritorious People with more than 2,500 visits/year. The nursing level is raised to 1.8 million VND/person (centralized nursing) and 900,000 VND/person (home nursing). Thereby, the payment of subsidies according to state regulations for meritorious people is fully and promptly implemented by the locality. The Department of Home Affairs has focused on providing guidance on procedures and documents to request confirmation and settlement of preferential treatment for meritorious people and their relatives in accordance with current regulations. The above policies not only contribute to stabilizing material life, but also improve the spirit of meritorious people and policy families.

Spreading the gesture of "Drinking water, remember its source"

Comrade Pham Thi Vang, Head of the Department of Meritorious People (Department of Home Affairs) said: Taking care of meritorious people is not only a responsibility, but also a national morality. Humanitarian policies need to go hand in hand with effective practices, right people, right time, right needs. With the strong direction of the province, the consensus of localities, people, and businesses, I believe that the current results will continue to be consolidated and improved."

In recent times, the province has strengthened propaganda, political and ideological education, raising awareness among cadres, party members, civil servants, public employees and people, especially the young generation, about the sacrifices and great contributions of those who have contributed to the revolution. From there, promoting the spirit of responsibility, joining hands, caring for and repaying with practical activities. In particular, promptly, correctly, fully and thoughtfully implementing preferential policies for those who have contributed to the revolution; promoting the socialization of caring for war invalids, sick soldiers, families of martyrs, supporting Vietnamese Heroic Mothers, helping those who have contributed to the revolution in difficult circumstances to rise up in life; effectively implementing the movement "All people take care of families of war invalids, martyrs and people who have contributed to the revolution" and actively supporting the "Repaying gratitude" fund...

In particular, Quang Ninh youth have always actively preserved and promoted through many practical activities. Many movements such as: "Lighting candles in gratitude", "Green Sunday to take care of martyrs' cemeteries", "returning to the source" activities, "Exchange with historical witnesses", union members and youths in the whole province have brought youthful enthusiasm to spread a deep spirit of gratitude. At martyrs' cemeteries in localities in the province, solemn and warm gratitude ceremonies are always attended by a large number of union members, students and pupils. Youths not only clean and sanitize martyrs' graves but also light incense sticks with respect and emotion. In addition, many creative models, such as: "Raising piggy banks in gratitude", "Handbook for people with meritorious services in the locality", or "Journey to the red address" ... have helped the young generation understand more and be more attached to historical values and national ethics.

In particular, along with state budget sources, Quang Ninh has effectively promoted the "Repaying gratitude" Fund as a channel for social mobilization rich in humanity, attracting the participation of the entire population in caring for people with meritorious services. Over the years, the Fund has been an important resource, supporting thousands of policy families in building new houses, repairing houses, providing medical examination and treatment, giving gifts on the occasion of Tet and other gratitude activities.

In the period of 2020-2024, the "Repaying gratitude" Fund at all levels in Quang Ninh has mobilized nearly 70 billion VND, of which more than 27 billion VND is from the provincial budget, the rest is voluntary contributions from businesses, organizations, individuals, associations and people. From the fund, hundreds of gratitude houses have been given to families; thousands of gifts and gratitude savings books have been delivered to the hands of meritorious people and their relatives. Many creative "Repaying gratitude" models from the fund have been replicated, such as: "Gratitude corner" in the locality, "Exchange with meritorious people" in schools, "Each organization has an address to take care of meritorious people" ... contributing to spreading good morals in the community. The "Repaying gratitude" fund is not only a financial source, but also a vivid symbol of the spirit of mutual love, reminding today's generations to always remember the merits of their ancestors who sacrificed for national independence and for the happiness of the people.

With clear policies, flexible mechanisms and the synchronous participation of the entire political system, Quang Ninh affirms itself as a typical locality in caring for people with meritorious services. Not stopping at numbers, budget or newly built houses, the most important thing is that people with meritorious services and their families feel deeply cared for their contributions and sacrifices in the cause of protecting and building the country.
