The delegates attending the conference.

Currently, the province has 13 macadamia tree planting projects by 11 businesses and investors that have received provincial approval, with a total planting area of 91,645 hectares. To date, the projects have completed land surveying and ownership registration for 27,522 hectares, reaching 30% of the total area to be surveyed. The total area of macadamia trees planted by these projects is 6,614 hectares, achieving 16% of the progress committed by investors by 2023. Twelve cooperatives and 157 macadamia cooperative groups have been established in the project implementation areas, with a total investment disbursed by investors exceeding 1,584 billion VND, reaching 10% of the total registered capital of the projects. In 2023, 7 out of 13 projects completed land surveying and land ownership registration for 6,929 hectares; 7 out of 13 projects implemented planting on an area of 2,394 hectares; and 8 out of 13 investors allocated over 248 billion VND for project implementation.

The progress of macadamia planting projects as committed by investors remains very slow . All projects are failing to meet the annual planting volume as approved in the investment plan. Specifically, 4 projects have exceeded their approved planting schedule; 2 projects will reach their planting deadline in 2023; 6 projects will reach their planting deadline in 2025; and 1 project will reach its planting deadline in 2028.

In reality, most investors find it difficult to raise capital for projects, making investment and expansion of macadamia plantations challenging. Legal procedures related to land are time-consuming and frequently encounter obstacles (land disputes, lack of consensus from local residents, etc.), affecting the progress of land surveying and ownership registration, and hindering the creation of a core zone for project implementation.

Leaders of the Dien Bien Dong District People's Committee expressed their opinions at the meeting.

At the conference, relevant agencies clarified and answered questions related to businesses and investors participating in the macadamia project, such as: land issues and ownership registration (on the land register and in the field); the lack of attention to managing and caring for orchards (in Muong Nha and Tuan Giao districts), resulting in many areas being left fallow; and issues related to capital, seedlings, etc.

Concluding the conference, Chairman of the Provincial People's Committee Le Thanh Do emphasized: Some macadamia projects still have outstanding wage payments. The commune-level authorities and specialized agencies of the district have not coordinated closely to resolve arising issues. Some officials are afraid of making mistakes and are hesitant to act, and guidance from specialized sectors has not been decisive. Propaganda and mobilization efforts have not been effective, leading to low levels of public consensus. Therefore, in the coming period, continuing to implement the tasks assigned by the province and the steering committee, the People's Committees of districts, towns, and cities will coordinate with investors to continue disseminating information on policies and mechanisms to create consensus throughout the political system (district and commune levels) and among the people. Focus on resolving and definitively addressing land procedures (related to planning, reviewing, and adjusting the planning of the three types of forests). Focus on developing areas of joint investment (investors and people) to create jobs and income for the people. If investors are unable to maintain the existing orchards, the district will arrange for the orchards to be handed over to local people for care... Businesses and investors will coordinate closely with the district and communes; develop plans and strategies for caring for the planted orchards. Relevant agencies and working groups will closely monitor the situation to ensure timely action is taken.
