With the motto "Solidarity - Responsibility - Discipline - Action - Development", this congress demonstrates the strong determination of the Party Committee and the people of Duc Trong in seizing opportunities, overcoming challenges, building the commune into one of the key areas of Lam Dong province, and entering a new era of development with the whole country.
Impressive results
Duc Trong commune was established on the basis of merging Phu Hoi commune and Lien Nghia town. In the period of 2020-2025, with the spirit of solidarity and high determination, the local Party Committee, government and people have achieved many important achievements.
The economy continues to develop sustainably, notably the strong growth of high-tech agriculture with 5,328 hectares, bringing about clear economic efficiency. Product branding is focused on with 9 units achieving the "Da Lat - miraculous crystallization from the good land" certification and 22 OCOP products being recognized. Production chains are increasingly expanding, helping to stabilize output for agricultural products and increase income for farmers.
The handicraft and construction industry also has impressive growth steps. Phu Hoi Industrial Park has attracted 32 projects, including 11 FDI projects, with an occupancy rate of 75%.
Trade and services have developed vigorously, continuing to assert their pivotal role, accounting for 55.9% of the economic structure. The development of various types of services, from hotels, motels to banks and insurance, has well met the production, business and consumption needs of the people. The private economy has increasingly asserted its position, contributing significantly to the commune budget revenue of about 35-40%.
The socio-economic infrastructure system has been invested synchronously, many traffic routes, lighting systems, drainage, parks have been deployed, fundamentally changing the appearance of local urban and rural areas towards modernity and civilization. The old Phu Hoi commune basically achieved 19/19 criteria for advanced new rural areas and Lien Nghia town has been recognized as meeting urban civilization standards.
At the same time, the work of preserving and promoting traditional cultural values has been given attention. The quality of education has been improved with 19/23 schools meeting national standards. Medical work and primary health care for the people have been well implemented. In particular, the sustainable poverty reduction program has achieved many positive results, with the rate of multidimensional poor households significantly reduced.
Local defense work was well implemented, contributing to maintaining political security and social order and safety. The movement "All people protect national security" was effectively promoted, contributing to preventing and fighting against crime.
The work of party building and rectification has been carried out comprehensively. Currently, the entire Party Committee has 87 party organizations and 1,998 party members; the leadership capacity and fighting strength of the party organizations have been enhanced. The work of preventing and combating corruption and negativity has been promoted, consolidating the people's trust. In particular, the operation of the two-level government close to the people, serving the people has received the consensus of cadres, party members and the people.
Breakthrough goal
This congress is not only a milestone to look back but also a launching pad for ambitious goals in the 2025-2030 term. The Duc Trong Commune Party Committee sets out a consistent guiding viewpoint: Economic and social development, environmental protection are the focus; Party building is the key; culture is the spiritual foundation; national defense and security are essential and regular. Developing agriculture and forestry, in which high-tech agriculture associated with processing industry is the focus and support; developing construction industry with processing as the driving force and developing trade and services, in which services are the breakthrough.
The 1st Congress of Duc Trong Commune Party Committee, term 2025 - 2030, set out 16 targets, including 13 socio-economic development targets, 3 targets for Party building and political system building.
The Congress identified four development breakthroughs, including: Strongly mobilizing resources from the State, the People and the whole society for investment in developing synchronous and modern socio-economic infrastructure, focusing on transport and irrigation infrastructure. Promoting the development of trade and services, calling for investment in building commercial areas, supermarkets, market systems, restaurants, high-quality hotels; developing community tourism, agricultural tourism (rural tourism), spiritual tourism. Focusing on developing high-tech agriculture, smart agriculture, organic agriculture, circular agriculture, linking production according to value chains, building brands and labels of high-quality agricultural products, especially OCOP products, Da Lat - a miracle crystallization from good land, VietGAP... Promoting administrative reform, digital transformation, building a serving government. Perfecting the organization of the political system to be streamlined, efficient, effective and efficient. Building a team of cadres, civil servants and public employees with sufficient qualifications and capacity to meet the requirements of tasks in the new period.
The Congress identified two key groups of projects to be implemented in the coming term: Coordinating the implementation of provincial projects and works in the Bao Loc - Lien Khuong Expressway; infrastructure improvement project to develop Lam Dong province's agriculture; Phu Binh Industrial Park; Nam Song Da Nhim Urban Area; upgrading and expanding Lien Khuong Airport... Attracting investment in dry ports, hospitals, and high-quality schools in the area according to the plan. Mobilizing resources to build a wastewater treatment system; building new and solidifying irrigation canals in the area; upgrading and building sidewalks, drainage ditches, and lighting for some roads in the area to ensure aesthetics.
Some important targets for the 2025 - 2030 term
Economy: Growth rate at comparable prices reached 9-10%. State budget revenue increased by an average of 10-11%/year.
Society: Multidimensional poverty rate reduced to 1%.
Environment: 99% of waste is collected and properly treated. 100% of facilities causing serious environmental pollution are treated. 99% of households use clean, hygienic water.
Defense - Security: Maintain political stability, ensure national defense and security, complete 100% of annual military recruitment targets.
Party building: Party committees and authorities are classified as having fulfilled their tasks well or better; the annual admission of new party members is 3% or more.
