Information from the People's Committee of Long An province, to ensure the management of collection, transportation and treatment of medical solid waste (MSW) according to environmental protection requirements, the Provincial People's Committee issued a decision specifying the collection, transportation and treatment of hazardous MSW and common MSW arising from the activities of medical facilities (CSYT) in the province. In addition to the regulations on collection and transportation specifically regulated in Circular No. 20/2021/TT-BYT, dated November 26, 2021 of the Minister of Health , the Decision of the Provincial People's Committee also clearly stipulates the treatment of MSW.
Accordingly, for the treatment of medical waste in the list of common solid waste permitted for collection for recycling purposes as prescribed, medical facilities shall transfer it to licensed waste recycling units. However, common medical waste that is not permitted for recycling must be transferred to a unit with the function of treatment according to regulations. In case common medical waste is mixed with infectious medical waste, it must be managed as for infectious medical waste.
Hazardous medical solid waste must be collected, transported and treated separately from regular industrial solid waste and domestic solid waste.
Hazardous medical waste must be classified and collected separately from regular industrial solid waste and domestic solid waste before being placed in the storage area at the generating facility according to the provisions of law on medical waste management.
Hazardous medical waste before being transported must be packaged in packaging, tools, and storage equipment in accordance with the provisions of the law on medical waste management, ensuring that it does not burst, break, or spread waste during transportation. The route and time of transportation must comply with the regulations of the competent authorities on traffic in the area, including the time of circulation in the inner city, the means of transporting hazardous medical waste are not allowed to circulate on the road during rush hours from 6 - 8 am and from 4:30 pm - 6:30 pm, ensuring optimal transportation distance and traffic situation in the area. Means of transporting hazardous medical waste are only allowed to operate on provincial traffic routes connecting from the meeting point or transfer station or directly from the medical facilities to the Hazardous Medical Waste Treatment Cluster.
In the treatment of hazardous medical waste, it must be treated in order of priority. In which, medical facilities carry out the selection procedure and sign a contract according to regulations with a hazardous medical waste treatment unit that has an environmental license or a component environmental license that is a hazardous waste treatment license according to the provisions of the Law on Environmental Protection. Particularly, medical facilities that do not have facilities or equipment to treat hazardous medical waste or have facilities to treat hazardous medical waste but they are damaged or do not operate effectively will apply the treatment model according to the Medical Facility Cluster. Medical facilities within the scope of the Hazardous Medical Waste Treatment Cluster are responsible for signing a contract and transferring hazardous medical waste at their unit to the medical facility designated to treat medical waste for the Cluster.
In particular, the hazardous medical waste treatment cluster in the province is divided into 4 clusters according to administrative boundaries, including: Cluster 1: Long An General Hospital treats hazardous medical waste for public and non-public medical facilities in Tan An city, districts: Thu Thua, Ben Luc, Chau Thanh, Tan Tru, Thanh Hoa; Cluster 2: Dong Thap Muoi Regional General Hospital treats hazardous medical waste for public and non-public medical facilities in Kien Tuong town, districts: Tan Thanh, Moc Hoa, Vinh Hung, Tan Hung; Cluster 3: Hau Nghia Regional General Hospital treats hazardous medical waste for public and non-public medical facilities in the districts: Duc Hoa, Duc Hue and Cluster 4: Can Giuoc Regional General Hospital treats hazardous medical waste for public and non-public medical facilities in the districts: Can Giuoc, Can Duoc./.
