In particular, delegate Tran Thi Thu Hang ( Dak Nong ) stated that the Ministry's explanatory report assessed that the situation of disguised tutoring in many forms is still quite common, showing that there is still a gap between policy and practice. Parents of students consider classroom learning to be insufficient to meet exam requirements, and need to seek extra classes as an inevitable solution to improve learning outcomes.

She said that the two above-mentioned problems can be considered a supply-demand relationship, but the solutions proposed by the Ministry only focus on improving institutions and administrative management. However, the key issue to completely overcome this supply-demand relationship is to improve the quality of teaching and learning during regular school hours.

Delegate Nguyen Hoang Uyen (Long An) raised the issue that many school meals do not meet energy needs and do not control food sources well. Currently, a major task the Ministry of Education is doing is not only amending one Law on Higher Education but also amending all three laws to have a synchronous and unified perspective.

In particular, attention is paid to adjusting and amending the Law on Higher Education, systematically regulating the organization, education and operation of higher education institutions. The education sector believes that over the past 10 years, this law has created a legal basis for implementing university autonomy, bringing many results.

However, the new phase needs to bring university autonomy into depth, substance, and aim for quality goals. In particular, the law needs to be amended to strengthen the connection between the university education system, vocational education system, and general education system.

Within the university education system, there will be a content of finance for education. In which, an important point to ask for opinions from relevant parties is that the autonomy of universities will not be based on financial autonomy as the main factor, but will have support from the State and maximum mobilization from society in the true and complete sense.

In addition, the internal governance of the school, reviewing the responsibility mechanism of the head, the school council in terms of structure, composition, functions, and tasks of coordinating activities will also be discussed and adjusted for the best internal governance.

Ensure quality, strengthen management of groups of fields such as health sciences, law, pedagogy and strengthen state management of doctoral training. There will be stronger decentralization and delegation of authority; reduce 50% of administrative procedures when amending the law.

However, in terms of fairness, the problem of school violence in remote areas is not as complicated as in urban areas, especially school violence in cyberspace is more complicated, with 20-25% of forms of online bullying. Currently, in addition to the high school graduation exam, there are educational institutions that organize exams temporarily called competency assessments (each place has more than 10,000 candidates participating). However, according to a survey, the number of candidates using the results of this exam for university admission only accounts for 3% of the total number of candidates, not many.

Regarding the issue of whether it is costly or not, Mr. Son said that in fact, registering for the exams is voluntary, and at the same time, this is also a form of increasing opportunities for candidates to take the university entrance exam.

More importantly, currently, examination organizations (including Ho Chi Minh City and Hanoi National Universities) are organizing exams on computers, with immediate results. This is a pilot step in using computer science to evaluate and recruit students.

According to the education sector's plan, from 2027, a pilot high school exam will be conducted on computers. With this experiment, in the next few years, it is possible to move towards high school graduation and university exams on the basis of applying computer science to evaluate and enroll students.

Regarding the question of delegate Tran Thi Thu Hang asking how the education sector can improve the quality of regular school hours, Mr. Son said that yesterday (June 19), when answering about extra teaching and learning, he talked about the role, importance, and meaning of regular school hours.

"When answering this question (of delegate Hang), we must talk about solutions to improve the quality of general education in general and to improve the quality of regular teaching hours, we must solve problems aimed at the important causes leading to extra teaching and learning," said Mr. Son.

According to Mr. Son, to focus on the quality of official teaching hours, the first condition is nothing other than having a sufficient number of teachers, wholeheartedly devoted to official teaching hours, without being distracted, scattered, or worrying about many other things.

"As we know, to teach a regular class hour, teachers need to spend many hours preparing lessons, grading papers, evaluating, participating in professional activities, and supporting students. So, in addition to class hours, teachers must have activities to serve that teaching session. Circular 29 does not essentially prohibit teachers from teaching extra classes, but only manages and regulates them. This means that in addition to class hours, teachers can participate in extra teaching activities. However, if too much time is spent on extra teaching activities, there will not be much time to take care of the quality of regular teaching hours."

Mr. Son analyzed that the teaching hours of the 2018 general education program require more teacher activities, so it becomes even more important if teachers focus on the main teaching hours.

In addition, the facilities must also be more complete. It is difficult for a regular class of 60-70 students to have good quality; it is very difficult for a teacher with a class of 60-70 students to innovate methods, implement individualized education, and pay attention to each student. Therefore, adequate school equipment and spacious teaching rooms are conditions for good implementation of the regular curriculum.

"If I were to say that one day there will be no more violence in schools, I would say that it will be the day when adults no longer fight. On that day, children will look at each other with pure love," the Minister shared.
