To respond to the complicated developments of storm Wipha (storm No. 3), localities in the affected areas are taking the most urgent and drastic solutions to ensure the safety of people's lives and property.

At the same time, proactively take measures to quickly fix problems, maintain operations, and avoid interruptions before, during and after the storm.
According to the National Center for Hydro-Meteorological Forecasting, at 9:00 p.m. on July 21, the center of storm No. 3 was located at about 20.90 north latitude; 108.30 east longitude, about 70 km east-southeast of Quang Ninh, about 190 km east of Hai Phong, about 210 km from Hung Yen , about 240 km east-northeast of Ninh Binh. The strongest wind was level 10 (89-102 km/h), gusting to level 13. After that, the storm moved west-southwest at a speed of about 10 km/h.
Forecast until morning of July 22, Quang Ninh coastal area will be affected first by strong winds (level 9-10 offshore, level 7-8 onshore). Then, the circulation expands, affecting the northeast and the Northern Delta.
Ensure rescue forces are ready
In Hung Yen, Chairman of the Provincial People's Committee Nguyen Khac Than said: The province has implemented a sea ban from 6 p.m. on July 20; counting and guiding boats to safe shelters was completed before 9 a.m. on July 21. For people who have to evacuate, the provincial government has a plan to support temporary accommodation, food, and necessities. The province has decided to stop all unnecessary meetings to prevent the storm, and has specifically directed communes and wards to temporarily suspend the organization of party congresses from now until the end of July 24.
According to Colonel Tong Thanh Son, Commander of the Provincial Border Guard Command, these days, the unit is on duty with 100% of its personnel and full fleet of boats ready to respond to any incident. On the afternoon of July 19, soldiers of Border Guard Squadron 2 successfully rescued and towed the raft of fisherman Dinh Van Thanh (born in 1973), residing in Thanh Hoa province, whose engine had broken down and was drifting at sea 8 nautical miles from the mainland.
Hung Yen has a total of 1,132 ships and boats with 3,241 workers. According to the province's quick report, by 3:00 p.m. on July 21, all vehicles were in contact, of which more than 1,100 vehicles and more than 3,000 workers had returned to anchor at ports within the province; 30 vehicles and 206 workers were anchored at ports outside the province. The province has 1,925 lagoons outside the dike, clam watchtowers with 2,284 workers; 2,190 cages and rafts for aquaculture in the estuary area with 15 workers. Similarly, the Hai Phong City Border Guard Command has directed units to notify and guide fishermen and owners of vehicles operating at sea to keep a close eye on the storm's developments so that they can proactively move and avoid the storm. Up to this point, no vehicles are operating in the dangerous area. The city's departments, branches, and sectors, all 114 communes, wards, and special zones have established a Command Committee for Natural Disaster Prevention, Search and Rescue, and Civil Defense. The province had mobilized 1,228 officers and soldiers and disaster prevention shock troops, 27 cars of various types, 10 ships, and 32 boats. The combined forces of units of Military Region 3 were 1,435 officers and soldiers, 41 cars, 8 ships, 27 boats, and 6 special vehicles, ready to carry out tasks when required.
Faced with the complicated developments of storm No. 3, Thanh Hoa provincial leaders inspected response work in mountainous areas and requested relevant localities and units to be ready to respond, closely monitor the weather situation; arrange forces to be on duty at spillways, landslides, and areas with rapid water flow; set up barriers, and resolutely not allow people and vehicles to pass through when safety is not guaranteed. The provincial working group inspected the Cua Dat hydropower reservoir.
According to the management unit, a plan to safely operate the reservoir and reduce flooding downstream has been carefully prepared. In addition, a series of broadcasting stations in low-lying, flood-prone areas have been reviewed, antennas have been unloaded, and generators, backup equipment, and fuel have been arranged for emergency response.
Proactive plans to protect people and property

The Deputy Prime Minister highly appreciated the proactive and drastic action of the political system in the two localities in implementing storm response plans. The Deputy Prime Minister directed that Hai Phong must race against time, strengthen propaganda work, and mobilize people to strictly follow recommendations on storm prevention and avoidance; urgently evacuate people in dangerous areas, especially coastal areas, areas at risk of landslides, weak houses, and old apartment buildings.
The Deputy Prime Minister especially emphasized the need to protect the safety of the dike system, especially at 75 key locations of dikes, embankments, and critical culverts that have been identified; proactively providing materials, human resources, and means; operating according to the "4 on-site" principle; communes, wards, and special zones need to closely coordinate and support each other when incidents occur, and not be passive or surprised. In addition, mobilize forces, especially the army and police, coordinate with localities in evacuating people, and support the movement of people from dangerous areas.
At the same time, it is necessary to prepare forces and means for rescue, disaster relief, and handling of incidents related to electricity, communications, traffic, etc.; the highest goal is to absolutely protect the safety of people's lives and property and the State, and minimize damage caused by storms.
In Hung Yen, the Deputy Prime Minister requested the province to continue to strictly maintain the on-duty regime, be ready with response plans according to the "4 on-site" motto, and at the same time organize full and timely updates on the natural disaster situation and response measures and skills so that people can proactively prepare plans to ensure safety. Forces proactively coordinate and effectively handle arising situations, minimize the impact caused by the storm, and ensure the safety of people's lives and property and businesses.
The Deputy Prime Minister also requested that the province continue to immediately review key areas at risk of being affected by the storm, especially vulnerable areas and high-risk constructions, to prepare timely response scenarios.
Inspecting storm prevention and control work at Hai Thinh Border Guard Station, Ninh Binh Province, Acting Minister of Agriculture and Environment Tran Duc Thang requested the province to proactively develop response plans after the storm, especially issues related to agricultural production and flood control. At the same time, he requested the provincial fishing port management board to absolutely not allow fishing boats to move out to sea during the time affected by the storm circulation.
Meanwhile, in Van Don special economic zone, Quang Ninh province, Deputy Minister of Agriculture and Environment Phung Duc Tien highly appreciated the province's proactiveness in preventing and fighting storm No. 3. At the same time, he requested that the locality continue to carefully review the prepared plans to ensure readiness to respond to the worst-case scenario, limiting damage to people and property when the storm makes landfall.
