In the report sent to the National Assembly on the implementation of Resolution No. 99/2019 of the National Assembly on supervision of fire prevention and fighting, the Government said it will continue to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting.

Fire and explosion in residential areas are complicated
The fire at a mini apartment building in Khuong Dinh Ward (Thanh Xuan District, Hanoi) on September 12th left many people dead. The cause of the fire is still unclear.

During this period, the authorities have drawn up 61,045 records of administrative violations in the field of fire prevention and fighting; sanctioned 55,972 cases of administrative violations in this field with a total fine of over 418 billion VND; temporarily suspended 5,233 cases; suspended the operation of 2,954 cases; prosecuted 12 cases with 8 defendants.
In the first 6 months of the year, the fire prevention, fighting and rescue police force inspected 124,000 establishments; made 124,000 inspection reports; discovered 49,000 shortcomings and made recommendations for correction.
Authorities have decided to administratively sanction 6,230 cases; temporarily suspend 846 cases; and suspend operations of 1,650 cases.
"Although fires and explosions have been controlled, fires and explosions in industrial parks, households, houses combined with production and business, and crowded establishments (karaoke bars, bars, etc.) are still complicated. Some fires have caused particularly serious human losses," the Government's report stated.

Notably, inspection, examination and handling of violations are not strict, many places do it "perfunctorily and perfunctorily"; there is no attention paid to analyzing the causes of fires to draw lessons, clarify responsibilities, and have strict handling measures to prevent them; sanctions are not strong enough to deter.

Regarding solutions, in addition to strengthening propaganda and mobilization so that each cadre and citizen voluntarily implements the law on fire prevention and fighting, the Government said it will strengthen and build civil defense forces, grassroots fire prevention and fighting, and specialized fire prevention and fighting forces to truly be the core in fire prevention and fighting in residential areas and facilities.
At the same time, perfecting the system of legal documents on fire prevention, fire fighting, rescue and relief is also a task.
"The Government will issue a resolution on a number of solutions to remove obstacles for existing works and facilities in applying fire prevention and fighting standards and regulations at the time of putting them into operation," the report stated.
The Government's report also said that it is expected that by the end of the third quarter of this year, the Government will issue a Decree amending and supplementing a number of articles of Decree No. 136 and Decree No. 83; at the same time, direct the Ministry of Public Security and the Ministry of Construction to review and amend Regulation 06 on fire safety for houses and constructions, and Vietnam Regulation on fire prevention and fighting equipment to suit each specific type of construction.
