60% of candidates who passed the university entrance exam based on their high school transcripts had a total graduation exam score in the three-subject combination that was 3 points lower than those who passed based on this score.
The comparison results were announced by the Department of Higher Education at the Admissions Conference organized by the Ministry of Education and Training on the morning of March 15 in Ho Chi Minh City.
Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education , said that considering high school graduation exam scores and academic transcript scores are the two main admission methods of universities, accounting for the highest proportion of admission methods.
This agency has compiled and compared the total scores of three subjects in five traditional university entrance exam groups (A00, A01, B00, C00, D00) in 2023 with the average transcript scores of these two groups of candidates.

Specifically, 60% of candidates who passed the university entrance exam based on their academic records had a total score of about 20 points in the three-subject combination. Meanwhile, 60% of candidates who passed the exam based on their exam scores had a total score of more than 23 points in the three-subject combination. Thus, the difference between these two groups of candidates is 3 points.
If we consider the transcript results, 60% of the candidates who passed by exam scores had a transcript score of 25, 1 point higher than the group who passed by transcript scores.
"Basically, high school graduation exam scores are better able to classify candidates when considering university admissions," Ms. Thuy assessed.

On that basis, Ms. Thuy recommends that schools set an additional threshold to ensure input quality (floor score) equal to the high school graduation exam score for the admission method based on transcripts to ensure fairness for the two groups of candidates.
However, Ms. Thuy said the Ministry does not evaluate which admission method is better. This is a comparison result on a national level, which may be different from the comparison results of each institution because each school has different candidate files. Schools must analyze and compare their admission results and university learning process along with many data of candidate groups to evaluate the effectiveness of the admission methods.
In January, Ho Chi Minh City University of Industry, Ho Chi Minh City University of Industry and Trade, Ho Chi Minh City University of Education, Hanoi University of Education, Ho Chi Minh City University of Technology, and Nha Trang University announced the results of comparing the university learning process between the group of candidates admitted based on their transcripts and graduation exam scores. Accordingly, the group admitted based on their transcripts had learning results equivalent to those admitted based on their exam scores. Therefore, many schools consider admission based on transcripts to be somewhat reliable and continue to reserve quotas for this method.

In 2023, of the approximately one million candidates taking the high school graduation exam, more than 546,000 will enter university, reaching a rate of 53.1%, an increase of nearly 2% over the previous year. Thus, on average, 53 out of every 100 candidates taking the exam will enter university.
Compared to the total target of more than 660,000 preschool universities and colleges, the admission rate reached more than 82%.
